This Purchase Order is issued by the Kathmandu Metropolitan Library & Research Centre to procure the professional services of a qualified Librarian for the period of twelve (12) months. The Librarian shall be engaged to perform comprehensive library management, cataloguing, digital archiving, and reader services within the premises located in Nepal Kathmandu. The scope of work under this Purchase Order is detailed in the line items below.

Amount in words: Two Million Four Hundred Five Thousand Seven Hundred Seventy Nepalese Rupees Only.
6.1 Payment shall be made in monthly installments via bank transfer to the Librarian's designated account at Nepal Bank Limited, Kathmandu branch. The first payment shall be due within fifteen (15) days of the commencement date specified in this Purchase Order.
6.2 The project-based payments (Items 2, 3, and 4) shall be disbursed in two equal installments: fifty percent (50%) upon commencement and fifty percent (50%) upon satisfactory completion and acceptance by the Chief Librarian of the Nepal Kathmandu facility.
6.3 All payments are subject to deduction of applicable withholding tax as mandated by the Inland Revenue Department of Nepal. The Librarian shall provide valid PAN and VAT registration documents prior to the first disbursement.
6.4 Late payments beyond the stipulated period shall attract interest at the rate of 1.5% per month, calculated on the outstanding balance.
7.1 This Purchase Order is governed by and shall be interpreted in accordance with the laws of the Federal Democratic Republic of Nepal, with primary jurisdiction in Nepal Kathmandu, Bagmati Province.
7.2 The Librarian shall devote a minimum of forty (40) working hours per week to the duties outlined in this Purchase Order, adhering to the standard working hours of 9:00 AM to 5:00 PM, Monday through Saturday, as per Nepal Kathmandu municipal office regulations.
7.3 The Librarian shall maintain strict confidentiality regarding all patron records, institutional data, and proprietary information encountered during the course of service in Nepal Kathmandu.
7.4 The Purchasing Organization reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, unsatisfactory performance, or force majeure circumstances.
7.5 The Librarian shall comply with all applicable regulations of the Nepal Library Association and the National Library and Archives of Nepal, Kathmandu, regarding professional conduct and ethical standards.
7.6 Any disputes arising from this Purchase Order shall first be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent court of law in Nepal Kathmandu.
7.7 This Purchase Order shall remain valid for a period of twelve (12) months from the date of acceptance, after which it may be renewed by mutual written consent of both parties.
