2. TERMS AND CONDITIONS
  1. This Purchase Order is issued in accordance with the Federal Government of Nigeria Procurement Regulations (2020) and the FCT Library and Information Services Commission's internal procurement policy.
  2. The Service Provider shall ensure that all Librarian personnel engaged under this Purchase Order hold valid National Library and Archives Development Agency (NALDA) registration certificates and are legally qualified to practice library and information science in Nigeria.
  3. All services shall be rendered at the designated facility located in the Federal Capital Territory, Nigeria Abuja, specifically at the FCT Administrative Complex, Wuse II, Abuja, unless otherwise directed in writing by the Purchasing Authority.
  4. The Service Provider shall commence all Librarian services within fourteen (14) calendar days from the date of acceptance of this Purchase Order. Any delay beyond this period shall attract a penalty of 0.5% of the total contract value per day of delay.
  5. Payment shall be made in Nigerian Naira (NGN) via bank transfer to the Service Provider's designated account. Payment terms are as follows: 30% advance upon acceptance of this Purchase Order, 40% upon successful completion of the first six (6) months of service, and the remaining 30% upon satisfactory completion of the full twelve (12) month engagement period.
  6. The Service Provider shall comply with all applicable Nigerian labour laws, including the National Insurance Scheme (NIS), Pension Reform Act 2014, and the Labour Act Cap L1 Laws of the Federation of Nigeria, as they pertain to the Librarian staff deployed in Nigeria Abuja.
  7. All intellectual property, cataloguing records, digital archives, and metadata created by the Librarian team during the course of this engagement shall remain the exclusive property of the FCT Library and Information Services Commission.
  8. The Service Provider shall maintain comprehensive insurance coverage for all Librarian personnel and equipment deployed at the Nigeria Abuja facility, with a minimum coverage of NGN 50,000,000 per annum.
  9. This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria. Any disputes arising from this Purchase Order shall be resolved through arbitration in Abuja, Nigeria, in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004.
  10. The Service Provider shall submit monthly performance reports to the Purchasing Authority detailing the Librarian's activities, collection statistics, patron engagement metrics, and any challenges encountered at the Nigeria Abuja facility.
3. DELIVERY AND COMMENCEMENT DETAILS
Delivery Location: FCT Administrative Complex, 15 Aminu Kano Crescent, Wuse II, Abuja, Federal Capital Territory, Nigeria
Commencement Date: 1st July 2025
Completion Date: 30th June 2026
Working Hours: Monday to Friday, 8:00 AM to 5:00 PM; Saturday, 9:00 AM to 1:00 PM (Nigeria Abuja standard library hours)
IMPORTANT NOTE: This Purchase Order is specifically tailored for the deployment and management of qualified Librarian professionals within the Nigeria Abuja metropolitan area. All personnel must possess valid Nigerian work permits or citizenship documentation. The Service Provider acknowledges that the operational environment in Nigeria Abuja may be subject to changes in government policy, security directives, or public health regulations, and agrees to adapt service delivery accordingly without additional cost to the Purchasing Authority. 4. AUTHORIZATION AND ACCEPTANCE

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of Librarian services in Nigeria Abuja. This document constitutes a binding agreement between the parties upon execution.
