All Librarian personnel recruited under this Purchase Order shall report for duty at the Lagos Central Public Library, Victoria Island, no later than 1 August 2025. Equipment and software installations across all seven Lagos branches (Victoria Island, Lekki Phase 1, Surulere, Ikorodu, Ajah, Yaba, and Ikeja) must be completed by 15 August 2025. The vendor shall coordinate with the LSPLA facilities team in Lagos to ensure all workstations, network infrastructure, and security systems are operational before the Librarian staff commence their duties. Any delays attributable to the vendor shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, as stipulated under Nigerian public procurement regulations.
- Payment shall be made in Nigerian Naira (NGN) via bank transfer to the vendor's designated account in Lagos, Nigeria.
- 40% advance payment (NGN 15,652,000) upon execution of this Purchase Order and submission of a performance bond equivalent to 10% of the contract value.
- 40% milestone payment (NGN 15,652,000) upon successful deployment of all Librarian staff and completion of equipment installation at all Lagos branches.
- 20% final payment (NGN 7,826,000) upon completion of a 30-day probationary period with satisfactory performance evaluation by the Head of Librarian Services, LSPLA.
- All payments are subject to verification by the Lagos State Internal Audit Office and compliance with the Public Procurement Act, 2007 (Nigeria).
- This Purchase Order is governed by the laws of the Federal Republic of Nigeria, with specific reference to Lagos State procurement regulations.
- The vendor warrants that all Librarian candidates possess a minimum of a Bachelor's degree in Library and Information Science (LIS) from a Nigerian university accredited by the National Universities Commission (NUC), or an equivalent qualification recognized by the Nigerian Library Association.
- The Senior Librarian and Specialist Librarian positions require a minimum of five (5) and seven (7) years of progressive experience in library management within Nigeria, respectively.
- All Librarian staff shall be subject to a criminal background check through the Nigeria Police Force, Lagos Command, prior to commencement of duties.
- The vendor shall provide a 12-month warranty on all hardware and a 3-year support contract for the ILS software, with a maximum response time of 4 hours for critical system failures at any Lagos branch.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Lagos, Nigeria, in accordance with the Arbitration and Conciliation Act, 2005.
- This Purchase Order may be amended only by mutual written agreement between the authorized signatories of both parties, with prior approval from the Lagos State Commissioner for Information and Culture.
- The vendor shall maintain full compliance with the Nigeria Data Protection Regulation (NDPR) regarding all patron data handled by the Librarian staff and the ILS platform.
