This Purchase Order is issued by the National Library and Archives Authority, Islamabad, to procure the professional services of a qualified Librarian for the period of twelve (12) months, commencing on 01 July 2025 and concluding on 30 June 2026. The Librarian shall be deployed at the main library facility located in the Islamabad Capital Territory and shall perform all duties and responsibilities as outlined in the scope of work below.
The Librarian is expected to hold a minimum of a Master's degree in Library Science, Information Science, or a related discipline from a recognized university in Pakistan or an internationally accredited institution. A minimum of five (5) years of progressive experience in academic, public, or government library management is mandatory. The Librarian must be proficient in digital cataloguing systems, including MARC 21, Dublin Core, and the Library of Congress Classification (LCC) system.

- This Purchase Order is governed by the laws of the Islamic Republic of Pakistan and shall be interpreted in accordance with the Public Procurement Regulatory Authority (PPRA) Act, 2010, as applicable to federal government entities in Islamabad.
- The Librarian shall report to the Director General of the National Library and Archives Authority, Islamabad, on the first working day of each month for performance review and progress reporting.
- All services rendered under this Purchase Order shall be performed at the NLA premises located in the Islamabad Capital Territory, unless prior written authorization is granted for remote or off-site work.
- The Librarian shall maintain strict confidentiality regarding all patron records, restricted collections, and classified archival materials in accordance with the Official Secrets Act, 1923, and the Pakistan Telecommunication Authority data protection guidelines.
- Payment shall be processed within thirty (30) calendar days of receipt of a valid tax invoice from the service provider, subject to satisfactory completion of the monthly deliverables as defined in the scope of work.
- The supplier shall provide a performance security in the form of a Bank Guarantee for 10% of the total Purchase Order value, issued by a scheduled bank operating in Islamabad, valid for the entire contract duration plus thirty (30) days.
- Any dispute arising from this Purchase Order shall be resolved through arbitration in Islamabad in accordance with the Arbitration Act, 1940, of Pakistan.
- The Librarian shall comply with all applicable labor laws of Pakistan, including the Pakistan Labor Welfare Ordinance, 1953, and the minimum wage regulations of the Islamabad Capital Territory.
- This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination, the supplier shall be compensated for services rendered up to the date of termination.
- All intellectual property, cataloguing records, and digital assets created by the Librarian during the tenure of this Purchase Order shall remain the exclusive property of the National Library and Archives Authority, Islamabad.
The Librarian shall commence duties no later than 01 July 2025 at the National Library and Archives Authority headquarters in Islamabad. The supplier is required to submit the Librarian's complete CV, academic credentials, professional references, and a signed undertaking letter at least seven (7) working days prior to the commencement date for verification by the HR and Procurement Division.
This Purchase Order is issued under the authority of the Director General, National Library and Archives Authority, Islamabad, and has been approved by the Federal Procurement Committee. The supplier's acceptance of this Purchase Order shall be deemed complete upon signing and stamping the acknowledgment section below and returning a copy to the Procurement Division within five (5) working days.
