1. SCOPE OF PROCUREMENT — LIBRARIAN SERVICES IN QATAR DOHAThis Purchase Order is issued by the Doha Municipal Library Authority (hereinafter referred to as the "Buyer") to Gulf Knowledge & Library Solutions LLC (hereinafter referred to as the "Supplier") for the procurement of professional Librarian services to be rendered at the Buyer's primary facility located in Qatar Doha. The Librarian engaged under this Purchase Order shall be responsible for the comprehensive management, curation, digitization, and public engagement of the library's collection, which encompasses over 250,000 volumes in Arabic, English, French, and Urdu. The Librarian shall operate in full compliance with the Qatar National Library Act, the Qatar Doha municipal regulations governing public information services, and all applicable labor laws of the State of Qatar as administered by the Ministry of Labour in Doha.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Qatar, including the Qatar Doha commercial regulations and the Qatar Labour Law (Law No. 14 of 2004, as amended). Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Qatar Doha.
- Librarian Qualifications: The Supplier warrants that all Librarian personnel assigned under this Purchase Order shall hold a minimum of a Bachelor's degree in Library Science, Information Science, or a related discipline from an accredited institution. The Senior Librarian shall possess a Master's degree and a minimum of seven (7) years of progressive experience in academic or public library management, with demonstrated proficiency in both Arabic and English cataloguing systems.
- Commencement & Duration: Services under this Purchase Order shall commence on 1 July 2025 and shall continue for a period of twelve (12) months, subject to renewal by mutual written agreement. The Librarian engagement is contingent upon the successful completion of all Qatar Doha residency and work permit procedures prior to the commencement date.
- Payment Terms: Payment shall be made in Qatari Riyals (QAR) via bank transfer to the Supplier's designated account in Qatar Doha. Invoices shall be submitted monthly by the 5th business day. Payment terms are Net 30 days from the date of invoice receipt. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under Qatar Doha commercial practice.
- Performance Standards: The Librarian shall adhere to the performance metrics outlined in Annex A of this Purchase Order, including but not limited to: 99.5% catalogue accuracy rate, maximum 48-hour turnaround for inter-library loan requests within Qatar Doha, and a minimum of 200 reader engagement sessions per quarter.
- Confidentiality & Data Protection: The Librarian and all associated personnel shall comply with the Qatar Doha Personal Data Protection regulations. All patron records, circulation data, and digital library content accessed during the term of this Purchase Order shall be treated as confidential and shall not be disclosed to any third party without written authorization from the Buyer.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach by the Supplier, the Buyer may terminate immediately upon written notice. Upon termination, the Supplier shall ensure an orderly transition of all Librarian duties and library records to the Buyer or its designated successor within fourteen (14) days.
- Insurance & Liability: The Supplier shall maintain comprehensive professional liability insurance with a minimum coverage of QAR 2,000,000, valid throughout the term of this Purchase Order, with the Buyer named as an additional insured. All insurance policies shall be issued by a licensed insurer operating in Qatar Doha.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to acts of God, government mandates in Qatar Doha, or pandemics, provided that the affected party notifies the other within five (5) business days.
- Anti-Corruption: The Supplier certifies that no part of the consideration under this Purchase Order has been or shall be offered, given, or paid to any person in Qatar Doha or elsewhere for the purpose of influencing the award or performance of this contract, in compliance with Qatar's Anti-Corruption Law.
