- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the République du Sénégal, particularly the Code des Marchés Publics in force in Dakar. Any disputes arising from this Purchase Order relating to the Librarian engagement shall be submitted to the competent courts of Dakar.
- Payment Terms: Payment shall be made within thirty (30) calendar days of receipt of a valid invoice. Payment shall be processed via bank transfer to the vendor's account domiciled in Dakar, Senegal. All amounts are denominated in West African CFA Francs (XOF).
- Performance Period: The Librarian services described herein shall commence on 1 July 2025 and shall continue for the duration specified in each line item. The vendor shall ensure that the assigned Librarian possesses a minimum of a Master's degree in Library and Information Science (Diplôme de Master en Sciences de l'Information et de la Documentation) and a minimum of five (5) years of professional experience in a national or public library setting.
- Language Requirements: The Librarian engaged under this Purchase Order must demonstrate full professional proficiency in French and at least one national language of Senegal (Wolof, Pulaar, or Serer). Working knowledge of English is strongly preferred given the multilingual collections maintained in Dakar.
- Deliverables: The vendor shall deliver a comprehensive monthly activity report detailing cataloguing progress, digitization milestones, reader engagement metrics, and community outreach outcomes specific to the Dakar service area. A final comprehensive report shall be submitted upon completion of the engagement.
- Confidentiality: The Librarian and all personnel assigned under this Purchase Order shall maintain strict confidentiality regarding patron records, unpublished manuscripts, and internal operational data of the Bibliothèque Nationale du Sénégal located in Dakar.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall be compensated for all Librarian services rendered up to the effective date of termination.
- Compliance: The vendor warrants that all Librarian personnel engaged under this Purchase Order shall comply with all applicable labour laws of Senegal, including those enforced in the Dakar region, and shall maintain all required professional certifications issued by the Ordre des Bibliothécaires du Sénégal.
