This Purchase Order is issued by the Seoul Metropolitan Public Library Authority for the procurement of professional Librarian services to be rendered at the Central Seoul Library and its three satellite branches located in Seocho-gu, Mapo-gu, and Songpa-gu, Seoul, South Korea. The Librarian must hold a valid Master's degree in Library and Information Science (LIS) from an accredited institution in South Korea or an equivalent internationally recognized qualification, and must demonstrate fluency in both Korean (TOPIK Level 6 or above) and English (TOEIC 850 or above). The Librarian shall also be proficient in the Koha Integrated Library System and the Korean National Library's KOLAS digital platform.

All prices are denominated in Korean Won (KRW). The 10% Value Added Tax (VAT) is applied in accordance with the VAT Act of the Republic of Korea. Payment shall be made via bank transfer to the vendor's designated account in Seoul, South Korea.
The Librarian services shall commence on August 1, 2025, at the Central Seoul Library premises located at 159 Sejong-daero, Jung-gu, Seoul, South Korea. The part-time Librarian at the Seocho-gu branch shall commence on the same date. All onboarding, training, and workstation setup (Line Items 03, 04, and 05) must be completed no later than July 25, 2025. The vendor shall ensure that the Librarian is fully integrated into the Seoul Metropolitan Public Library Authority's operational framework within the first 30 days of service commencement.
- Payment Schedule: The total amount of KRW 139,876,000 shall be paid in quarterly installments of KRW 34,969,000, due on the last business day of each quarter (September 30, December 31, March 31, and June 30).
- Payment Method: Bank transfer (KRW) to Hanbit Library Consulting & Co., Ltd., Account No. 301-22-456789, KB Kookmin Bank, Gangnam Branch, Seoul, South Korea.
- Invoice Requirements: The vendor shall submit a VAT-registered invoice (세금계산서) to the Buyer's Accounts Payable department no later than 10 business days prior to each payment due date. Invoices must reference this Purchase Order number (SK-SEOUL-2025-LIB-00472).
- Late Payment: A penalty of 0.05% per day shall apply to any overdue amount, in compliance with the Republic of Korea's Prompt Payment Act for Small and Medium Enterprises.
- 6.1 This Purchase Order is governed by and shall be construed in accordance with the laws of the Republic of Korea. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the Seoul Central District Court, Seoul, South Korea.
- 6.2 The vendor warrants that the Librarian assigned under this Purchase Order shall possess all qualifications, certifications, and professional clearances required by the Seoul Metropolitan Public Library Authority and the Korean Library Association.
- 6.3 The Librarian shall be bound by the confidentiality policies of the Seoul Metropolitan Public Library Authority, including the protection of patron data in accordance with the Personal Information Protection Act (PIPA) of South Korea.
- 6.4 The vendor shall maintain comprehensive liability insurance and workers' compensation coverage for the Librarian throughout the duration of this Purchase Order, with a minimum coverage of KRW 100,000,000.
- 6.5 Either party may terminate this Purchase Order with 60 days' written notice. In the event of termination, the Buyer shall be liable only for services rendered up to the effective date of termination.
- 6.6 The vendor shall comply with all applicable labor laws of South Korea, including the Labor Standards Act, the Act on the Protection of Fixed-Term and Part-Time Employees, and the Seoul Metropolitan City's public procurement regulations.
- 6.7 Any amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties. Verbal modifications shall be null and void.
