3. Description of Goods / Services

This Purchase Order is issued by the Colombo Metropolitan Library Authority for the procurement and engagement of a qualified Librarian professional to provide comprehensive library management, cataloguing, and information retrieval services at the main branch located in Sri Lanka Colombo. The Librarian shall be responsible for the day-to-day operations of the library, including but not limited to the management of physical and digital collections, patron assistance, inter-library loan coordination, and the implementation of modern library management systems.

4. Terms and Conditions
  1. This Purchase Order is governed by the laws of the Democratic Socialist Republic of Sri Lanka and shall be interpreted in accordance with the Sri Lankan Commercial Law and the Public Procurement Act No. 22 of 2017.
  2. The Librarian positions outlined in this Purchase Order shall commence on or before 1 August 2025 at the designated premises in Sri Lanka Colombo. The service provider shall ensure that all Librarian candidates hold a minimum of a Bachelor's degree in Library and Information Science (LIS) from a recognized Sri Lankan or international institution.
  3. The supplier shall provide a minimum of thirty (30) days' written notice prior to the termination of any Librarian engagement. In the event of early termination, the supplier shall refund any unearned portions of the contractually agreed fees.
  4. All services rendered by the Librarian team shall be conducted in both Sinhala and English to serve the diverse community of Sri Lanka Colombo. The Librarian shall ensure compliance with the Sri Lanka National Archives Act and all applicable data protection regulations.
  5. Payment shall be made via bank transfer to the account designated by the supplier within thirty (30) days of receipt of a valid invoice. Late payments shall attract interest at the rate of 2% per month as per Sri Lankan commercial practice.
  6. The supplier warrants that the Librarian professionals engaged under this Purchase Order shall be free from any conflict of interest and shall maintain the highest standards of professional ethics as defined by the Sri Lanka Library Association.
  7. Any disputes arising from this Purchase Order shall be resolved through arbitration in Colombo, Sri Lanka, in accordance with the Arbitration Act of Sri Lanka. The seat of arbitration shall be Sri Lanka Colombo.
  8. The supplier shall maintain adequate professional indemnity and public liability insurance for the duration of the Librarian engagement at the Sri Lanka Colombo facility.
  9. This Purchase Order shall remain valid for sixty (60) days from the date of issue. Acceptance of this Purchase Order constitutes full agreement to all terms and conditions stated herein.
5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to the terms set forth in this Purchase Order for the procurement of Librarian services in Sri Lanka Colombo. This document constitutes a binding agreement between the parties for the duration specified herein.
