- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Turkey, specifically the Turkish Commercial Code (T.C. 6102), the Turkish Labour Code (T.C. 4857), and the Ankara Metropolitan Municipality Procurement Regulations. Any disputes arising from this Purchase Order shall be resolved by the competent courts in Ankara, Turkey.
- Commencement of Service: The Librarian shall commence duties no later than 1 September 2025 at the Ankara Central Public Library, Çankaya, Turkey Ankara. The Librarian is expected to report to the Head of the Department of Cultural Affairs for initial orientation.
- Payment Terms: Payment for the Librarian's salary and associated costs shall be made on a monthly basis via direct bank transfer to the account designated by the Seller. Invoices must be submitted to the Ankara procurement office by the 5th business day of each month. Late payments shall accrue interest at the rate prescribed by the Turkish Law on Late Payment Interest in Commercial Transactions (T.C. 3095).
- Working Hours and Location: The Librarian shall work a standard 40-hour week (Monday to Friday, 08:30–17:30) at the Ankara Central Public Library. Additional hours for public events, book fairs, and community reading programmes organised in Turkey Ankara shall be compensated in accordance with municipal bylaws.
- Confidentiality and Data Protection: The Librarian shall comply with the Turkish Personal Data Protection Law (KVKK, T.C. 6698) and all municipal data handling protocols. All patron records, acquisition data, and internal procurement documents related to this Purchase Order shall be treated as strictly confidential.
- Termination: Either party may terminate this Purchase Order with a written notice of 60 days. In the event of termination, the Librarian shall be entitled to all accrued but unpaid salary, unused leave days, and statutory severance as mandated by Turkish labour law.
- Compliance with Ankara Municipal Standards: The Librarian shall adhere to all operational standards, collection development policies, and public service guidelines established by the Ankara Metropolitan Municipality. Failure to meet performance benchmarks outlined in the annual evaluation (Item 05) may result in a formal review of this Purchase Order.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting Turkey Ankara.
By signing below, both parties acknowledge that this Purchase Order constitutes a binding agreement for the procurement of the Librarian position and associated services as described herein. The Librarian's employment terms, as detailed in this document, shall take precedence over any prior verbal or written understandings between the parties. This Purchase Order is valid for a period of one (1) calendar year from the date of commencement and may be renewed upon mutual written agreement, subject to budgetary approval by the Ankara Metropolitan Municipality Council.
