This Purchase Order is issued by the Abu Dhabi Public Libraries Authority to formally procure the professional services of a qualified Librarian to be deployed at the Central Abu Dhabi Public Library and its satellite branches across the emirate. The Librarian shall be responsible for the curation, cataloguing, digitization, and management of the library's extensive collection of Arabic and English-language materials, including but not limited to manuscripts, periodicals, digital archives, and multimedia resources. The engagement is structured in accordance with the Federal Decree-Law No. 2 of 2017 on Commercial Transactions and the applicable labor regulations of the United Arab Emirates Abu Dhabi jurisdiction.
The Librarian candidate must hold a minimum of a Master's degree in Library Science, Information Management, or a closely related discipline from an accredited institution. A minimum of five (5) years of progressive professional experience in academic or public library settings is required. Fluency in both Arabic and English is mandatory, and proficiency in International Standard Bibliographic Description (ISBD), MARC 21, and the Library of Congress Classification (LCC) system is expected. The Librarian shall also be responsible for developing and implementing community outreach programs, managing interlibrary loan agreements, and overseeing the training of junior library staff within the Abu Dhabi municipal library network.

3. TERMS AND CONDITIONS
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the United Arab Emirates, specifically the Federal Decree-Law No. 2 of 2017 on Commercial Transactions and the Abu Dhabi Civil Code. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Abu Dhabi, United Arab Emirates.
- Payment Terms: Payment shall be made within thirty (30) calendar days from the date of receipt of a valid tax invoice from the Supplier. Payment shall be processed via bank transfer to the Supplier's designated corporate bank account in the United Arab Emirates Abu Dhabi. The Buyer reserves the right to withhold payment for any deliverable that does not meet the specifications outlined in this Purchase Order.
- Commencement and Duration: The Librarian shall commence duties no later than 1 August 2025. The engagement period is twelve (12) months, renewable upon mutual written agreement. The Librarian shall work a standard 40-hour week, Sunday through Thursday, in compliance with UAE labor law.
- Compliance and Licensing: The Supplier warrants that the Librarian shall hold a valid UAE work permit, residence visa, and any other professional licenses required to practice library science in the United Arab Emirates Abu Dhabi. All immigration and labor sponsorship costs are included in the line items above.
- Confidentiality and Data Protection: The Librarian shall be bound by a non-disclosure agreement in accordance with the UAE Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data. All patron records, acquisition data, and institutional knowledge accessed during the engagement remain the property of the Abu Dhabi Public Libraries Authority.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of material breach, termination may be effected with fourteen (14) days' notice. Upon termination, the Librarian shall return all institutional materials, software licenses, and access credentials within five (5) business days.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to acts of God, government sanctions, or public health emergencies declared by the UAE Federal Government.
- Anti-Bribery and Ethics: The Supplier and the Librarian shall comply with all UAE anti-corruption and anti-bribery legislation. Any violation shall constitute immediate grounds for termination of this Purchase Order and referral to the relevant UAE authorities.
4. DELIVERY AND ACCEPTANCE
The Supplier shall confirm in writing within five (5) business days of the date of this Purchase Order that the Librarian candidate has been identified, vetted, and is ready for deployment to the Abu Dhabi Public Libraries Authority premises. Acceptance of the Librarian shall be deemed complete upon successful completion of a two-week probationary period, during which the Librarian shall demonstrate competency in cataloguing systems, patron services, and digital resource management as specified in the role description annexed to this Purchase Order.
