This Purchase Order is issued by the Ethiopian Maritime & Engineering Development Authority for the procurement of a qualified Marine Engineer to provide specialized technical services, consultancy, and operational oversight for the Ethiopia Addis Ababa inland waterway and port infrastructure development project. The Marine Engineer shall be responsible for the design review, commissioning, and ongoing maintenance supervision of marine propulsion systems, ballast water treatment units, and navigational equipment associated with the newly established dry-dock and vessel maintenance facility located in the Addis Ababa industrial zone.
The scope of this Purchase Order encompasses the engagement of a senior Marine Engineer holding a minimum of ten (10) years of professional experience in marine and offshore engineering, certified by a recognized international maritime authority. The Marine Engineer shall report directly to the Project Director at the Ethiopia Addis Ababa site office and shall coordinate with local Ethiopian technical staff to ensure full compliance with national maritime regulations and international standards set by the International Maritime Organization (IMO).

- This Purchase Order shall be governed by and interpreted in accordance with the laws of the Federal Democratic Republic of Ethiopia, with specific reference to the Ethiopian Commercial Code and applicable maritime regulations.
- The Marine Engineer engaged under this Purchase Order shall maintain valid professional liability insurance with a minimum coverage of USD 1,000,000 throughout the duration of the contract at the Ethiopia Addis Ababa site.
- All deliverables, including technical reports, design documents, and commissioning certificates, shall be submitted to the Buyer at the Ethiopia Addis Ababa headquarters within the timelines specified in the project schedule annexed to this Purchase Order.
- The Supplier shall ensure that the Marine Engineer possesses all necessary work permits, residence visas, and professional registrations required to legally practice engineering in Ethiopia Addis Ababa. Any failure to maintain valid documentation shall constitute a material breach of this Purchase Order.
- Payment shall be processed through the National Bank of Ethiopia via wire transfer to the Supplier's designated account. Invoices must reference this Purchase Order number (ET-ABJ-2025-04782) to be processed.
- The Buyer reserves the right to conduct performance evaluations of the Marine Engineer on a monthly basis. Failure to meet the agreed performance benchmarks for two consecutive months shall entitle the Buyer to terminate this Purchase Order with thirty (30) days written notice.
- All intellectual property, technical data, and documentation produced by the Marine Engineer in the course of fulfilling this Purchase Order shall remain the exclusive property of the Buyer and the Ethiopian government.
- Disputes arising from this Purchase Order shall first be subject to mediation in Ethiopia Addis Ababa. If mediation fails within sixty (60) days, the matter shall be referred to arbitration under the rules of the Ethiopian Arbitration and Conciliation Centre.
- The Supplier shall comply with all Ethiopian labor laws, environmental regulations, and occupational health and safety standards applicable to engineering operations in Ethiopia Addis Ababa.
- This Purchase Order is valid for a period of one hundred and eighty (180) days from the date of issue. Acceptance beyond this period requires written reconfirmation from the Buyer.
The Marine Engineer shall report to the project site in Ethiopia Addis Ababa no later than 01 August 2025. The Buyer shall have fourteen (14) calendar days from the date of the Marine Engineer's arrival to conduct a qualification verification and site orientation. Acceptance of the Marine Engineer's services shall be confirmed in writing by the Project Director. All equipment and software listed in Item No. 03 of the procurement schedule shall be delivered to the Addis Ababa dry-dock facility within thirty (30) days of the Purchase Order issue date.
This Purchase Order is authorized and executed by the undersigned representatives of both parties. By signing below, each party acknowledges and agrees to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Marine Engineer services in Ethiopia Addis Ababa.
