- Scope and Standards: All masonry work shall be executed in strict accordance with the architectural drawings approved by the Saint Petersburg Committee for State Preservation of Cultural Heritage (KGIOP). The Mason contractor shall employ only certified master masons with a minimum of ten years of experience in historic stone and brick restoration work.
- Materials: All stone, brick, mortar, and ancillary materials must be sourced from approved suppliers within the Saint Petersburg and Leningrad Oblast region. The Mason shall provide material certificates and origin documentation for every batch of granite, basalt, marble, and clay brick delivered to the site.
- Timeline and Milestones: The Mason shall adhere to the project schedule outlined in this Purchase Order. Delays exceeding five (5) business days without written justification from the Buyer shall incur a penalty of 0.5% of the total Purchase Order value per day of delay, capped at 10% of the total contract value.
- Quality Assurance: The Buyer reserves the right to conduct weekly inspections of all masonry work. Any work found to be non-compliant with the approved specifications must be rectified by the Mason at no additional cost within three (3) business days of notification.
- Insurance and Liability: The Mason shall maintain comprehensive liability insurance and workers' compensation coverage in accordance with Russian Federation labor law for the entire duration of the project. The Mason assumes full responsibility for any damage to the heritage structure or adjacent properties caused by masonry operations.
- Permits and Compliance: The Mason is responsible for obtaining all necessary municipal permits, environmental clearances, and heritage work authorizations from the relevant Saint Petersburg city authorities prior to commencing any masonry activity on site.
- Warranty: The Mason provides a warranty of five (5) years on all structural masonry work and three (3) years on decorative and ornamental stone work, covering defects in materials and workmanship under normal use conditions in the Saint Petersburg climate.
- Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the Civil Code of the Russian Federation. Any disputes arising from this Purchase Order shall be resolved through arbitration at the Arbitration Court of Saint Petersburg and Leningrad Oblast.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to severe winter weather conditions typical of Saint Petersburg, government-mandated work stoppages, or supply chain disruptions.
