This Purchase Order is issued by Société Ivoirienne de Recherche Appliquée (SIRA) for the engagement of a qualified Mathematician to provide specialized analytical, modeling, and research support services. The Mathematician engaged under this Purchase Order shall deliver the following outputs while operating from the SIRA facility in Ivory Coast Abidjan:
- A comprehensive mathematical model for seasonal agricultural yield prediction applicable to the Abidjan metropolitan region and surrounding agricultural zones in Ivory Coast.
- Optimization algorithms for container throughput at the Autonomous Port of Abidjan, reducing average vessel turnaround time by a minimum of 15 percent.
- Monthly analytical reports submitted to the SIRA Director of Operations, detailing progress, findings, and recommendations relevant to ongoing infrastructure projects in Ivory Coast Abidjan.
- Two (2) peer-reviewed quality technical papers co-authored with SIRA staff, focusing on applied mathematics in West African urban planning contexts.
- A final project report and knowledge transfer document ensuring institutional capacity remains within SIRA after the Mathematician's contract concludes.
- Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the laws of the Republic of Côte d'Ivoire (Ivory Coast), including the Ivorian Code of Obligations and applicable labor regulations in Abidjan.
- Payment Terms: Payment shall be made in CFA Francs (XOF) via bank transfer to the supplier's designated account in Abidjan, Ivory Coast. Invoices are due within thirty (30) calendar days of receipt. A 1.5% monthly late payment penalty shall apply as per Ivory Coast commercial law.
- Commencement Date: The Mathematician shall commence duties no later than 1 July 2025 at the SIRA premises in Cocody, Abidjan, Ivory Coast.
- Working Hours: The Mathematician shall observe standard working hours in Ivory Coast Abidjan, Monday through Friday, 08:00 to 17:00, with a one-hour lunch break, subject to project deadlines.
- Intellectual Property: All mathematical models, algorithms, reports, and documentation produced by the Mathematician under this Purchase Order shall be the exclusive property of SIRA. The Mathematician retains the right to publish general findings with prior written consent from SIRA.
- Confidentiality: The Mathematician shall maintain strict confidentiality regarding all proprietary data, client information, and internal strategies of SIRA. This obligation survives the termination of this Purchase Order for a period of five (5) years.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of material breach, termination may be immediate. Upon termination, the Mathematician shall deliver all work-in-progress materials to SIRA in Abidjan, Ivory Coast.
- Compliance: The Mathematician shall comply with all local regulations in Ivory Coast Abidjan, including tax withholding obligations, social security contributions (CNSS), and any applicable professional licensing requirements for mathematical and scientific consulting in Côte d'Ivoire.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be subject to good-faith negotiation. Failing resolution within thirty (30) days, disputes shall be referred to the competent commercial courts of Abidjan, Ivory Coast.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-mandated closures in Ivory Coast Abidjan.
The Mathematician engaged under this Purchase Order must possess a minimum of a Doctorate (Ph.D.) in Mathematics, Applied Mathematics, or a closely related quantitative field. A minimum of five (5) years of post-doctoral professional experience in applied modeling, optimization, or statistical analysis is required. Prior experience working in West African or Francophone contexts, particularly in Ivory Coast Abidjan or neighboring ECOWAS nations, is strongly preferred. Fluency in French is mandatory; proficiency in English is required. The Mathematician must hold a valid work permit or residence authorization for Ivory Coast prior to the commencement date.
By signing below, both parties acknowledge and agree to all terms set forth in this Purchase Order for the engagement of a Mathematician in Ivory Coast Abidjan. This document constitutes a binding procurement instrument under the commercial laws of the Republic of Côte d'Ivoire.
