This Purchase Order is issued by the Federal Ministry of Science, Technology and Innovation, headquartered in Abuja, the Federal Capital Territory of Nigeria, to formally engage the services of a qualified Mathematician for the duration specified herein. The Mathematician shall be responsible for delivering all quantitative analysis, mathematical modelling, and computational problem-solving tasks as outlined in the line items above. All work shall be performed primarily at the Ministry's offices in Garki, Abuja, or at such other locations within the Abuja metropolis as may be directed by the Project Coordinator. The Mathematician is expected to hold a minimum of a Doctoral degree in Mathematics or a closely related quantitative discipline and must demonstrate a proven track record of applied mathematical research relevant to public-sector data projects in Nigeria.
Terms and Conditions- This Purchase Order is governed by the laws of the Federal Republic of Nigeria and shall be interpreted in accordance with the Public Procurement Act (2003) and its amendments as applicable in Abuja, FCT.
- The Mathematician shall commence all duties no later than 21 June 2025 and shall complete all deliverables by 30 September 2025, unless otherwise extended in writing by the Ministry.
- Payment shall be made in Nigerian Naira (NGN) via bank transfer to the account specified above within thirty (30) calendar days of receipt of a valid tax invoice and satisfactory completion of each milestone.
- The Mathematician shall comply with all data protection regulations of the Nigeria Data Protection Commission (NDPC) and shall ensure that all mathematical models, datasets, and proprietary algorithms developed under this Purchase Order remain the exclusive intellectual property of the Federal Government of Nigeria.
- Any revision to the scope of work, timeline, or financial terms of this Purchase Order must be documented in a formal amendment signed by both parties and filed with the Abuja procurement office.
- The Mathematician shall maintain professional indemnity insurance with a minimum cover of NGN 10,000,000 for the duration of the engagement in Abuja.
- Failure to meet the agreed deliverables without a valid, documented reason shall entitle the Ministry to withhold payment and, where applicable, to terminate this Purchase Order with immediate effect.
- All disputes arising from this Purchase Order shall be resolved through arbitration in Abuja, FCT, in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004).
- The Mathematician shall adhere to the code of conduct and ethical standards prescribed by the Nigerian Mathematical Society and the Federal Civil Service Code of Conduct while performing duties in Abuja.
