This Purchase Order is issued by the National Institute of Advanced Mathematical Sciences, located in Pakistan Islamabad, to formally engage the services of a qualified Mathematician for a period of twelve (12) months. - This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan, specifically the jurisdiction of Pakistan Islamabad. Any disputes arising from this engagement shall be resolved through arbitration in Islamabad under the Arbitration Act, 1940.
- The Mathematician agrees to dedicate a minimum of twenty (20) working hours per week to the services outlined in this Purchase Order. All deliverables must be submitted to the Buyer's office in Pakistan Islamabad within the timelines specified in the project schedule.
- Payment shall be processed within thirty (30) days of the submission of a valid invoice by the Mathematician. Invoices must be submitted to the Accounts Department of NIAMS, Sector H-9, Pakistan Islamabad. Late payments shall accrue interest at the rate of 1.5% per month as per the Federal Government of Pakistan's procurement regulations.
- The Mathematician shall maintain full professional confidentiality regarding all research data, unpublished manuscripts, and proprietary mathematical models shared by the Buyer. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Mathematician shall be compensated for all services rendered up to the date of termination, and the Buyer shall be entitled to all completed deliverables.
- The Mathematician is engaged as an independent contractor and not as an employee of the Buyer. The Mathematician shall be responsible for all applicable taxes, including income tax as per the Federal Board of Revenue (FBR), Pakistan Islamabad, and professional liability insurance.
- All intellectual property developed specifically under the scope of this Purchase Order using the Buyer's funding and resources shall be jointly owned by the Buyer and the Mathematician, with publication rights shared equally. Pre-existing intellectual property of the Mathematician shall remain the sole property of the Mathematician.
- The Mathematician shall comply with all ethical guidelines set forth by the Higher Education Commission (HEC) of Pakistan and the Pakistan National Council of Science (PACS) for academic and research engagements conducted in Pakistan Islamabad.
- This Purchase Order may be amended only by mutual written agreement signed by both parties. No verbal modifications shall be considered valid or enforceable.
- The Mathematician shall provide a detailed progress report to the Buyer on a monthly basis, submitted to the Director of Research Procurement at NIAMS, Pakistan Islamabad, by the fifth (5th) working day of each subsequent month.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order. The Mathematician confirms acceptance of the engagement terms and the Buyer confirms authorization of the expenditure in accordance with the approved budget allocation for the fiscal year 2025-2026.
