Description of Services – Mechanical Engineer EngagementThis Purchase Order is issued by Al Rayyan Industrial Projects W.L.L. to formally engage the services of a qualified Mechanical Engineer for the duration of the Al Wakrah Desalination Plant Expansion Project, located in the industrial zone of Qatar Doha. The engagement is governed by the terms and conditions outlined in this Purchase Order and shall comply with all applicable regulations set forth by the Qatar Ministry of Municipality and the Qatar Standards and Metrology Organization (QSO).

- This Purchase Order constitutes a binding agreement between Al Rayyan Industrial Projects W.L.L. and Gulf Technical Engineering Solutions LLC upon countersignature by both parties. All services rendered under this Purchase Order shall be performed in Qatar Doha unless otherwise specified in writing.
- The Mechanical Engineer assigned to this project must hold a minimum of a Bachelor's degree in Mechanical Engineering from an accredited institution, possess a valid Qatar Professional Card, and demonstrate a minimum of eight (8) years of experience in industrial mechanical systems, preferably in desalination or petrochemical environments within the State of Qatar.
- Payment shall be made in monthly installments within thirty (30) days of receipt of a valid invoice from the vendor. All payments shall be processed in Qatari Riyals (QAR) via bank transfer to the vendor's designated account in Qatar Doha.
- The Mechanical Engineer shall adhere to all health, safety, and environmental (HSE) protocols mandated by the Qatar Ministry of Labor and the project-specific HSE plan. Failure to comply may result in immediate termination of this Purchase Order without penalty to the buyer.
- All intellectual property, technical drawings, reports, and documentation produced by the Mechanical Engineer under this Purchase Order shall remain the exclusive property of Al Rayyan Industrial Projects W.L.L. upon full payment.
- The vendor shall maintain comprehensive professional liability insurance with a minimum coverage of QAR 5,000,000, valid throughout the project duration in Qatar Doha.
- Any amendments, scope changes, or extensions to this Purchase Order must be documented in a written addendum signed by authorized representatives of both parties. Verbal agreements shall not be recognized.
- This Purchase Order shall be governed by and construed in accordance with the laws of the State of Qatar. Any disputes arising from this Purchase Order shall be resolved through the Qatar International Arbitration Center (QIAC) in Qatar Doha.
- The vendor is required to submit a weekly progress report detailing the activities performed by the Mechanical Engineer, hours logged, and any issues encountered, to be delivered to the project manager no later than Friday of each working week.
- This Purchase Order is valid for acceptance within thirty (30) calendar days from the date of issue. Failure to countersign within this period shall render this Purchase Order null and void.
