- This Purchase Order is issued by the National Institute of Health Sciences, Pakistan Islamabad, and constitutes a binding procurement agreement upon countersignature by both parties. All transactions are governed by the Public Procurement Regulatory Authority (PPRA) guidelines of the Government of Pakistan.
- The supplier shall deliver all items listed in this Purchase Order to the designated Pakistan Islamabad laboratory address within thirty (30) calendar days from the date of order confirmation. Delivery shall be made between 09:00 and 16:00 hours, Monday through Friday, in accordance with the operating schedule of the institute.
- All equipment must be new, unused, and accompanied by original manufacturer warranties of no less than twenty-four (24) months. The Medical Researcher (Dr. Sana Malik) or her designated representative shall inspect and verify each item upon delivery. Any item found defective, damaged, or non-conforming to the specifications stated in this Purchase Order shall be rejected and replaced at the supplier's sole expense within fourteen (14) days.
- The supplier is responsible for the installation, calibration, and commissioning of all capital equipment (Items 01 through 05) at the Pakistan Islamabad facility. A comprehensive training session of no fewer than three (3) working days shall be conducted for the Medical Researcher and up to four (4) laboratory technicians to ensure full operational competency.
- Payment shall be processed within thirty (30) days of receipt of a valid tax invoice and a signed Delivery Acceptance Certificate (DAC) issued by the Medical Researcher and the Head of the Department of Medical Research. No payment shall be released until all items are verified as conforming to this Purchase Order.
- The supplier warrants that all reagents, assay kits, and consumables (Items 04 and 06) shall have a minimum remaining shelf life of twelve (12) months at the time of delivery to Pakistan Islamabad. Cold-chain integrity must be maintained during transit, and temperature loggers shall accompany all temperature-sensitive shipments.
- This Purchase Order may be amended only by mutual written agreement of both parties. Any change in scope, quantity, or specification must be documented in a formal Purchase Order Amendment (POA) and approved by the Procurement Committee of the institute in Pakistan Islamabad.
- In the event of a dispute arising from this Purchase Order, both parties agree to first attempt resolution through good-faith negotiation. Should negotiation fail, the matter shall be referred to arbitration under the Arbitration Act, 1940, with the seat of arbitration in Pakistan Islamabad, Pakistan.
- The supplier acknowledges that the equipment procured under this Purchase Order is intended exclusively for the research program led by the Medical Researcher and shall not be diverted, resold, or transferred to any third party without prior written consent from the institute.
- All data generated using the equipment and materials procured under this Purchase Order shall remain the intellectual property of the National Institute of Health Sciences, Pakistan Islamabad, and the Medical Researcher conducting the study.
