This Purchase Order is issued to formally engage a qualified Meteorologist to provide comprehensive atmospheric science services, weather forecasting, and climate data analysis in support of ongoing humanitarian and infrastructure projects in Afghanistan Kabul. The Meteorologist engaged under this Purchase Order shall operate primarily from the National Meteorological and Hydrological Services Directorate headquarters located in central Afghanistan Kabul. The scope of work encompasses the entire Kabul Province, including the urban center of Kabul, the surrounding highland terrain, and the strategic passes connecting to neighboring provinces. The Meteorologist must account for the unique topographical and climatic conditions of Afghanistan Kabul, which include extreme temperature variations between summer and winter, significant snowfall in the Hindu Kush mountain ranges, and seasonal monsoon patterns that affect water resource management across the region.
All forecasts, alerts, and climate reports produced by the Meteorologist must be disseminated through the established communication channels of the Buyer, including radio broadcasts, printed bulletins, and digital distribution to partner organizations operating in Afghanistan Kabul. The Meteorologist shall coordinate directly with the National Disaster Management Authority and the Ministry of Agriculture, Irrigation and Livestock to ensure timely and actionable weather intelligence reaches all relevant stakeholders.
- Acceptance: This Purchase Order shall become binding upon written acceptance by the Supplier within ten (10) business days of the date of issue. Failure to respond within this period shall constitute a rejection of this Purchase Order.
- Performance Period: Services shall commence on 1 July 2025 and conclude on 30 June 2026, unless extended by mutual written agreement of both parties.
- Payment Terms: Payment shall be made in monthly installments within thirty (30) days of receipt of a valid invoice and satisfactory performance report. The total value of this Purchase Order is Two Hundred Sixty-Two Thousand United States Dollars (USD 262,000.00).
- Qualifications: The Meteorologist assigned to this contract must hold a minimum of a Master's degree in Meteorology, Atmospheric Sciences, or a closely related discipline, and possess no fewer than five (5) years of professional experience in operational weather forecasting. Prior experience working in high-altitude or arid environments is strongly preferred.
- Security and Compliance: The Meteorologist shall comply with all local regulations of Afghanistan Kabul, including but not limited to work permit requirements, security protocols, and cultural sensitivity guidelines. The Buyer shall provide necessary security briefings and logistical support for safe operations in Afghanistan Kabul.
- Intellectual Property: All data, reports, forecasts, and analytical products generated under this Purchase Order shall remain the property of the Buyer. The Meteorologist and Supplier shall not publish or distribute such materials without prior written consent.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination for convenience, the Buyer shall compensate the Supplier for services rendered up to the date of termination.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. If unresolved within sixty (60) days, the matter shall be submitted to arbitration in accordance with the rules of the International Chamber of Commerce, with proceedings conducted in English.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan, with particular reference to procurement regulations applicable to government contracts in Afghanistan Kabul.
- Force Majeure: Neither party shall be liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-imposed restrictions affecting operations in Afghanistan Kabul.
The Meteorologist shall submit the following deliverables as part of the obligations under this Purchase Order: (a) Daily weather forecasts issued no later than 0600 local time each morning; (b) Weekly summary reports covering all meteorological observations in Afghanistan Kabul; (c) Monthly climate bulletins with trend analysis; (d) Quarterly comprehensive reports assessing the impact of weather patterns on agriculture, water resources, and public safety; and (e) An end-of-contract final report summarizing all findings, recommendations, and data archives. All deliverables shall be submitted in both English and Dari to ensure accessibility for all stakeholders in Afghanistan Kabul.
