This Purchase Order authorizes the procurement of professional Meteorologist services for the Canada Montreal region. The Meteorologist shall deliver daily weather briefings to the Canada Montreal municipal operations center, produce weekly climate outlook reports, and provide real-time severe weather alerts during high-risk periods including the summer thunderstorm season and winter ice storm events characteristic of the Canada Montreal climate zone. All deliverables must be produced in both English and French in accordance with the Official Languages Act applicable to public-facing services in Canada Montreal.

  1. This Purchase Order is governed by the laws of the Province of Quebec and the federal laws of Canada applicable in Canada Montreal. Any disputes arising from this Purchase Order shall be resolved through arbitration in Canada Montreal in accordance with the Quebec Civil Code.
  2. The Meteorologist shall maintain all professional certifications, including the Quebec Meteorological Society license, throughout the duration of this Purchase Order. Failure to maintain valid credentials shall constitute grounds for immediate termination.
  3. All Meteorologist deliverables produced under this Purchase Order shall be the intellectual property of the procuring entity. The Meteorologist retains the right to reference anonymized data in academic publications with prior written consent.
  4. The Meteorologist shall comply with all data privacy obligations under the Personal Information Protection and Electronic Documents Act (PIPEDA) and the Quebec Law on the Protection of Personal Information (Law 25) when handling any data collected in Canada Montreal.
  5. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice. Late payments shall accrue interest at the rate prescribed under the Quebec Interest Act. Invoices must reference this Purchase Order number (MTL-2025-04871) for processing.
  6. The Meteorologist shall provide a minimum of fourteen (14) days written notice before any planned absence. Emergency weather events in Canada Montreal shall take precedence over all scheduled obligations, and the Meteorologist shall be available on a 24-hour call basis during declared severe weather warnings.
  7. This Purchase Order may be amended only by written addendum signed by both parties. No verbal modifications to scope, pricing, or delivery timelines shall be recognized.
  8. The Meteorologist shall carry professional liability insurance with a minimum coverage of $5,000,000 CAD, naming the procuring entity as an additional insured party. Certificates of insurance must be provided prior to the commencement of services in Canada Montreal.
  9. Termination for convenience may be exercised by either party with sixty (60) days written notice. Termination for cause may be exercised immediately upon written notice specifying the breach of this Purchase Order.
