- Acceptance: This Purchase Order shall become binding upon written acceptance by the Supplier within seven (7) calendar days of the date of issue. The Supplier's acceptance confirms their commitment to provide the Meteorologist services as outlined herein.
- Place of Performance: All services under this Purchase Order shall be rendered at the buyer's premises located in India New Delhi, specifically at Meteorological House, Lodi Road, New Delhi – 110003, or at such other locations within the National Capital Territory as directed by the buyer.
- Qualifications of Meteorologist: The Meteorologist assigned to this contract must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences from a recognized Indian university, possess at least eight (8) years of professional experience, and hold valid registration with the India Meteorological Department (IMD). The Meteorologist must demonstrate proficiency in numerical weather prediction models, satellite remote sensing, and climate modeling software.
- Payment Terms: Payment shall be made within thirty (30) days of receipt of a valid tax invoice from the Supplier. Payments shall be processed via electronic transfer to the Supplier's designated bank account in India New Delhi. No advance payment shall be made under this Purchase Order.
- Performance Standards: The Meteorologist shall ensure a minimum forecast accuracy of 92% for 24-hour predictions and 85% for 72-hour predictions for the India New Delhi region. Failure to meet these benchmarks for two consecutive months shall entitle the buyer to terminate this Purchase Order with thirty (30) days' written notice.
- Confidentiality: All meteorological data, proprietary models, and operational information shared under this Purchase Order shall be treated as strictly confidential. The Meteorologist and the Supplier shall not disclose any such information to third parties without prior written consent from the buyer.
- Termination: Either party may terminate this Purchase Order by providing sixty (60) days' written notice. In the event of termination, the Supplier shall be compensated for services rendered up to the effective date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of India. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the competent courts in India New Delhi.
- Compliance: The Supplier and the assigned Meteorologist shall comply with all applicable regulations of the India Meteorological Department, the Ministry of Earth Sciences, and the World Meteorological Organization guidelines in the execution of services under this Purchase Order.
- Amendments: No modification or amendment to this Purchase Order shall be valid unless made in writing and signed by the authorized representatives of both parties in India New Delhi.
The Meteorologist shall submit daily weather bulletins by 0600 hours IST, weekly climate summaries by Friday 1700 hours IST, and monthly comprehensive reports by the 5th of the following month. All reports shall be submitted in both digital (PDF) and hard-copy format to the buyer's office in India New Delhi. During the monsoon season (June through September), the Meteorologist shall provide real-time severe weather alerts via the designated emergency communication channel established under this Purchase Order.
