  1. This Purchase Order is issued by the Kyoto Regional Meteorological Research Institute for the procurement of meteorological equipment, software, and professional Meteorologist services to be deployed and utilized exclusively within the Japan Kyoto metropolitan area and its surrounding observation network.
  2. The assigned Meteorologist, Dr. Sato Kenji, shall be responsible for the operational oversight of all instruments listed in this Purchase Order. The Meteorologist must ensure that all data collected in Japan Kyoto meets the quality standards set forth by the Japan Meteorological Agency (JMA) and the World Meteorological Organization (WMO).
  3. All equipment and services referenced in this Purchase Order must be delivered, installed, and fully operational at the Japan Kyoto Observation Station no later than the required delivery date of July 15, 2025. Late delivery penalties of 0.5% of the total Purchase Order value per calendar day shall apply.
  4. The Meteorologist shall provide weekly written reports on atmospheric conditions, forecast accuracy metrics, and equipment performance to the Procurement Director. These reports shall reference the specific Purchase Order number (PO-JK-2025-04871) for audit and compliance purposes.
  5. Payment shall be processed via bank transfer to the supplier's designated account within thirty (30) calendar days of receipt of a valid invoice referencing this Purchase Order. All transactions shall be conducted in Japanese Yen (JPY) in accordance with Japan Kyoto financial regulations.
  6. The supplier warrants that all meteorological instruments shall be free from defects in materials and workmanship for a period of twenty-four (24) months from the date of installation in Japan Kyoto. The Meteorologist shall conduct quarterly calibration checks and report any anomalies to the supplier within five business days.
  7. This Purchase Order is governed by the laws of Japan. Any disputes arising from the interpretation or execution of this Purchase Order shall be resolved through arbitration in Japan Kyoto under the rules of the Japan Commercial Arbitration Association.
  8. The Meteorologist's professional services component of this Purchase Order includes a mandatory on-site presence at the Japan Kyoto facility for a minimum of five (5) working days per month, with remote monitoring and reporting for the remaining days.
  9. All data generated by the instruments and analyzed by the Meteorologist under this Purchase Order shall remain the exclusive property of the Kyoto Regional Meteorological Research Institute. The supplier and the Meteorologist shall not disclose, publish, or transfer such data to any third party without written authorization.
  10. This Purchase Order may be amended only by mutual written agreement between the Buyer and the Supplier. Any amendments must be documented as a formal addendum referencing the original Purchase Order number and the Japan Kyoto project designation.
