4.1 The Meteorologist shall maintain all professional certifications, including the JMA Meteorologist License and any additional qualifications required for operational forecasting in Japan Osaka, for the full duration of this Purchase Order.

4.2 All deliverables, reports, and data products generated under this Purchase Order shall be submitted in both Japanese and English to accommodate the multilingual administrative needs of the Japan Osaka municipal government and international stakeholders.

4.3 The Meteorologist shall comply with all data protection regulations under Japan's Act on the Protection of Personal Information (APPI) when handling any resident-related data collected during field operations in Japan Osaka.

4.4 This Purchase Order shall be governed by the laws of Japan, and any disputes arising from its execution shall be resolved through arbitration in Osaka, Japan Osaka, in accordance with the rules of the Japan Commercial Arbitration Association.

4.5 The Meteorologist shall not subcontract any portion of the services outlined in this Purchase Order without prior written consent from the Kansai Regional Weather & Climate Authority.

Payment shall be made in Japanese Yen (JPY) via bank transfer to the account designated by the Meteorologist. Invoices shall be submitted monthly, and payment shall be processed within thirty (30) calendar days of invoice receipt. A 5% retention shall be withheld from each monthly payment and released upon satisfactory completion of the full contract term.
