- Scope of Engagement: The Meteorologist engaged under this Purchase Order shall perform all duties in accordance with the standards set by the World Meteorological Organization (WMO) and the local regulations of the State of Kuwait. All forecasts and advisories shall be issued from the designated meteorological facility located in Kuwait City, Kuwait.
- Qualifications: The Meteorologist must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences from an accredited institution, along with a valid professional license recognized by the Kuwait Meteorological & Environmental Authority. A minimum of five (5) years of professional experience in operational meteorology is required.
- Service Location: All services under this Purchase Order shall be rendered primarily at the Kuwait Meteorological & Environmental Authority headquarters in Al-Salimiyah, Kuwait City, Kuwait. The Meteorologist shall be available for on-site duties at the Kuwait City observation station during all scheduled shifts.
- Payment Terms: Payment shall be made in monthly installments within thirty (30) days of receipt of an approved invoice. All payments shall be processed in Kuwaiti Dinar (KWD) via bank transfer to the account designated by the supplier. The total value of this Purchase Order is KWD 100,200.00 (One Hundred Thousand Two Hundred Kuwaiti Dinars).
- Performance Standards: The Meteorologist shall maintain a forecast accuracy rate of no less than 92% for 24-hour temperature predictions and 88% for precipitation probability forecasts over the Kuwait City area. Monthly performance reports shall be submitted to the Procurement Director.
- Confidentiality: The Meteorologist shall treat all data, models, and internal communications as confidential. No proprietary meteorological data collected in Kuwait, Kuwait City, shall be disclosed to third parties without written authorization from the Buyer.
- Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination, the Meteorologist shall complete all in-progress forecasts and data reports for the current month before departure.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Kuwait. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Kuwait City, Kuwait.
- Compliance: The Meteorologist shall comply with all labor laws, immigration regulations, and professional conduct standards applicable in Kuwait. A valid work permit and residence visa for Kuwait City shall be maintained throughout the contract period.
The Meteorologist shall commence services on 1 July 2025 and shall continue through 30 June 2026, unless otherwise extended by mutual written agreement. Daily forecast bulletins shall be issued at 05:00, 12:00, and 18:00 Kuwait Standard Time (AST, UTC+3). Severe weather alerts for Kuwait City shall be disseminated within fifteen (15) minutes of confirmation by the Meteorologist.
5. AUTHORIZATION AND SIGNATURESBy signing below, the authorized representatives of both parties acknowledge and accept all terms, conditions, and obligations outlined in this Purchase Order for the engagement of Meteorologist services in Kuwait, Kuwait City.
