Description of Services — Meteorologist Engagement

This Purchase Order is issued by the Wellington Regional Infrastructure Authority to formally engage the services of a qualified Meteorologist for the New Zealand Wellington region. The Meteorologist shall provide comprehensive atmospheric monitoring, forecasting, and climate advisory services to support critical infrastructure planning, emergency preparedness, and environmental compliance across the Wellington metropolitan area and surrounding Hutt Valley, Wairarapa, and Kapiti Coast districts.

The Meteorologist is required to hold a minimum of a Master's degree in Meteorology or Atmospheric Science from a recognised New Zealand or international institution, and must be a registered member of the Meteorological Society of New Zealand (MetSoc). The Meteorologist shall demonstrate a minimum of eight (8) years of professional experience in operational meteorology, with specific expertise in the complex topographic and maritime weather patterns characteristic of the New Zealand Wellington region, including the influence of Cook Strait winds, the Wellington Saddle effect, and seasonal storm systems originating from the Tasman Sea and Pacific Ocean.

Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between the Wellington Regional Infrastructure Authority and the named Meteorologist upon signature by both parties. All services shall be performed in accordance with the standards set by the Meteorological Service of New Zealand (MetService) and the New Zealand Standard NZS 3666 for meteorological data collection.
  2. The Meteorologist shall maintain professional indemnity insurance with a minimum cover of NZD 5,000,000 for the duration of this Purchase Order and shall provide a certificate of insurance prior to the commencement date of 1 July 2025.
  3. All meteorological data, forecasts, and reports produced under this Purchase Order shall be the intellectual property of the Wellington Regional Infrastructure Authority. The Meteorologist retains the right to use anonymised data for academic publication with prior written consent.
  4. The Meteorologist shall comply with all applicable New Zealand legislation, including the Health and Safety at Work Act 2015, the Privacy Act 2020, and the Local Government Act 2002, as relevant to the delivery of services in the New Zealand Wellington region.
  5. Any variation to the scope of work outlined in this Purchase Order must be agreed in writing by both parties. The Meteorologist shall not undertake additional services without a formal variation order issued by the WRIA Procurement Manager.
  6. Termination may be effected by either party with thirty (30) days written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the termination date in accordance with the rates specified in this Purchase Order.
  7. All invoices submitted by the Meteorologist must reference this Purchase Order number (PO-2025-WLG-0472) and shall be submitted to the WRIA Accounts Payable department no later than the 5th business day of the following month.
  8. This Purchase Order is governed by the laws of New Zealand. Any disputes arising from this Purchase Order shall be resolved through mediation in Wellington, New Zealand, in accordance with the Disputes Resolution Act 2022.
