1. Purpose and Scope of This Purchase Order
This Purchase Order is issued by Karachi Meteorological Research & Advisory Services (KMRAS) to procure specialized meteorological instruments, software licenses, and professional consulting services required for the deployment and operational support of a senior Meteorologist stationed in Pakistan Karachi. The Meteorologist engaged under this procurement will be responsible for real-time weather monitoring, monsoon forecasting, cyclone tracking, and climate advisory services for the coastal and urban regions of Pakistan Karachi. All items and services listed in this Purchase Order shall be delivered and made operational within the Pakistan Karachi metropolitan area, including the Port of Karachi, the Karachi International Airport, and the coastal districts of Malir and Badin.

3. Terms and Conditions
- Delivery Location: All physical goods specified in this Purchase Order shall be delivered to the KMRAS headquarters at Clifton Block 5, Pakistan Karachi, or to the designated monitoring stations within the Pakistan Karachi metropolitan area as directed by the assigned Meteorologist.
- Delivery Timeline: The supplier shall complete delivery and installation of all hardware within 45 calendar days from the date of this Purchase Order. The Meteorologist consulting engagement shall commence within 15 days of contract acceptance.
- Quality Standards: All meteorological instruments must comply with the World Meteorological Organization (WMO) standards and the Pakistan Meteorological Department (PMD) regulatory guidelines applicable to Pakistan Karachi operations.
- Warranty: A minimum 24-month manufacturer's warranty is required on all hardware. The Meteorologist's software licenses must include a minimum 36-month support period.
- Payment Terms: 30% advance payment upon acceptance of this Purchase Order, 50% upon delivery and successful commissioning in Pakistan Karachi, and 20% upon completion of the Meteorologist's first quarterly performance review.
- Compliance: The supplier warrants that all goods and services conform to the specifications outlined in this Purchase Order and are fit for meteorological operations in the coastal climate of Pakistan Karachi, including high humidity, salt-air corrosion, and monsoon-season stress testing.

4. Acceptance and Authorization
This Purchase Order constitutes a binding procurement commitment upon signature by both parties. The Meteorologist engaged under Item No. 03 shall report directly to the Chief Meteorologist of KMRAS and shall operate exclusively within the jurisdiction of Pakistan Karachi unless otherwise authorized in writing. The supplier acknowledges that failure to meet the delivery and performance standards outlined in this Purchase Order may result in financial penalties of 1% per day of delay, capped at 15% of the total Purchase Order value.
