The Meteorologist engaged under this Purchase Order shall be responsible for producing accurate, timely, and scientifically rigorous weather and climate products tailored to the unique topography, urban heat island effects, and monsoon patterns of Philippines Manila. All deliverables must comply with the standards set by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Philippine National Standards (PNS). The Meteorologist shall report directly to PAMC's Chief Operations Officer and shall maintain a minimum of 95% availability during the contract period. All data products, forecasts, and advisory bulletins shall be delivered in both English and Filipino to ensure accessibility for all stakeholders within the Philippines Manila region.
5. Terms and Conditions- Acceptance: This Purchase Order shall become binding upon written acceptance by the Vendor. The Meteorologist services shall commence on 1 July 2025 and conclude on 30 September 2025, unless extended by mutual written agreement.
- Payment: Payment shall be made in Philippine Pesos (PHP) via bank transfer to the Vendor's designated account within thirty (30) calendar days from the date of invoice submission. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under the Philippine Civil Code.
- Performance Standards: The Meteorologist shall maintain a forecast accuracy rate of no less than 90% for 24-hour and 48-hour predictions specific to the Philippines Manila area. Failure to meet this standard for two consecutive months shall constitute grounds for termination.
- Confidentiality: All meteorological data, proprietary models, and client information shall be treated as strictly confidential. The Vendor and the assigned Meteorologist shall execute a Non-Disclosure Agreement (NDA) prior to the commencement of services.
- Compliance: The Vendor warrants that the Meteorologist holds a valid Professional Atmospheric Officer (PAO) license issued by the Philippine Professional Regulation Commission (PRC) and that all services comply with Republic Act No. 10173 (Data Privacy Act of 2012) and applicable Philippine labor laws.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Vendor shall be compensated for all services rendered up to the effective date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any disputes arising herefrom shall be resolved through arbitration in the Philippines Manila area under the rules of the Philippine Dispute Resolution Center, Inc. (PDRCI).
- Force Majeure: Neither party shall be liable for failure to perform obligations due to natural disasters, including typhoons, earthquakes, or volcanic eruptions affecting the Philippines Manila region, provided that written notice is given within 48 hours of the event.
