2. Description of Procured Services

This Purchase Order is issued by the Northwestern Regional Infrastructure Authority to formally procure the professional services of a certified Meteorologist for the duration of the contract period. The Meteorologist shall be engaged to provide comprehensive meteorological forecasting, climate risk assessment, and atmospheric data analysis specifically tailored to the geographic and climatic conditions of Russia Saint Petersburg and its surrounding metropolitan region.

The Meteorologist shall operate primarily from the service provider's office located in Russia Saint Petersburg and shall be required to conduct on-site atmospheric monitoring at designated infrastructure sites throughout the city and the Leningrad Oblast. All deliverables under this Purchase Order must account for the unique microclimatic characteristics of Russia Saint Petersburg, including seasonal frost patterns, Baltic Sea influence, and urban heat island effects specific to the city's dense architectural landscape.

4. Scope of Work and Deliverables

The Meteorologist engaged under this Purchase Order shall fulfill the following obligations:

(a) Provide daily meteorological bulletins no later than 06:00 Moscow Time (MSK) covering all administrative districts of Russia Saint Petersburg, including temperature, precipitation probability, wind speed and direction, visibility, and pressure trends.

(b) Issue special weather warnings in the event of forecasted severe conditions, including but not limited to ice storms, flooding from the Neva River, extreme heat events, or high-wind conditions exceeding 25 m/s, which are of particular concern to the infrastructure of Russia Saint Petersburg.

(c) Maintain and validate the network of automated weather stations deployed across Russia Saint Petersburg, ensuring data accuracy within ±0.5°C for temperature and ±2 mm/h for precipitation measurements.

(d) Submit a comprehensive seasonal outlook report by 1 October 2025, addressing expected winter conditions for Russia Saint Petersburg and their implications for road maintenance, port operations at the Baltic Sea terminals, and energy demand forecasting.

(e) Attend all scheduled coordination meetings with the NRIA operations team, which shall be held at the NRIA headquarters in Russia Saint Petersburg.

5. Payment Terms

Payment for services rendered under this Purchase Order shall be made in Russian Rubles (RUB) via bank transfer to the account of Petersburg Meteorological Consulting Group LLC. Invoicing shall occur on a monthly basis, with payment due within thirty (30) calendar days of invoice receipt. The total contract value under this Purchase Order is ten million four hundred forty-six thousand Russian Rubles (10,446,000 RUB), inclusive of all applicable taxes and levies as prescribed by the tax code of the Russian Federation.

6. Terms and Conditions

1. This Purchase Order is governed by the Civil Code of the Russian Federation and applicable federal and municipal regulations pertaining to the procurement of professional services in Russia Saint Petersburg.
2. The Meteorologist shall hold a valid professional certification issued by the Russian Hydrometeorological Service (Roshydromet) and shall maintain all necessary insurance coverage for the duration of this engagement.
3. Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the effective date of termination.
4. All meteorological data, reports, and analyses produced under this Purchase Order shall remain the intellectual property of the Northwestern Regional Infrastructure Authority. The Meteorologist shall not disclose proprietary data to third parties without written consent.
5. Any disputes arising from this Purchase Order shall be resolved through arbitration in Russia Saint Petersburg in accordance with the rules of the Arbitration Court of Saint Petersburg and Leningrad Oblast.
6. The Meteorologist shall comply with all data protection regulations of the Russian Federation when handling personal data collected during on-site monitoring activities in Russia Saint Petersburg.
7. This Purchase Order becomes effective upon signature by both authorized representatives and remains valid until 15 September 2025 unless extended by mutual written agreement.
