Scope of Purchase — Meteorologist Professional ServicesThis Purchase Order is issued by the Al-Riyadh Meteorological & Environmental Services Authority to engage a qualified Meteorologist for the provision of comprehensive atmospheric analysis, weather forecasting, and climate advisory services within the city of Riyadh, Saudi Arabia. The Meteorologist shall deliver all professional outputs in accordance with the standards set forth by the Saudi Meteorological Authority (SMA) and the International Organization for Meteorology (WMO). All services rendered under this Purchase Order shall be executed exclusively within the jurisdiction of Riyadh, Saudi Arabia, unless otherwise authorized in writing by the Purchasing Entity.

- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Saudi Arabia. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Riyadh, Saudi Arabia.
- Service Delivery: The Meteorologist shall commence all professional services no later than 1 July 2025. All deliverables, reports, and forecasts shall be submitted to the Purchasing Entity at its Riyadh, Saudi Arabia headquarters within the timelines specified in the attached Service Level Agreement (SLA).
- Payment Terms: Payment shall be made in monthly installments via bank transfer to the Meteorologist's designated account. Invoices are due within thirty (30) calendar days from the date of receipt. All payments shall be denominated in Saudi Riyals (SAR) and processed through the Zainab electronic payment platform as mandated by Saudi Arabia Riyadh financial regulations.
- Professional Qualifications: The Meteorologist engaged under this Purchase Order must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences, be registered with the Saudi Commission for Health Specialties (CCHS) or the relevant Saudi professional body, and possess a valid professional practice license issued for operation in Riyadh, Saudi Arabia.
- Confidentiality: All meteorological data, forecasts, and proprietary information generated under this Purchase Order shall be treated as strictly confidential. The Meteorologist shall not disclose any data pertaining to Riyadh, Saudi Arabia weather patterns to third parties without prior written consent from the Purchasing Entity.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Meteorologist shall deliver all completed work products and raw data collected in Riyadh, Saudi Arabia to the Purchasing Entity within fourteen (14) days of the termination effective date.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to extraordinary weather events, natural disasters, or government-mandated closures in Saudi Arabia Riyadh that are beyond the reasonable control of the affected party.
- Compliance: The Meteorologist shall comply with all applicable Saudi Arabian regulations, including but not limited to the Data Protection Law, the Saudi Meteorological Authority operational guidelines, and all municipal bylaws applicable to the city of Riyadh, Saudi Arabia.
