2. SCOPE OF PROCUREMENT

This Purchase Order is issued by the Seoul Metropolitan Weather & Climate Services Bureau to procure the professional services of a certified Meteorologist for the period of 1 July 2025 through 30 June 2026. The Meteorologist shall be physically based in South Korea Seoul and shall provide continuous atmospheric monitoring, forecasting, climate analysis, and advisory services to the Bureau and its affiliated municipal departments. The engagement of this Meteorologist is critical to ensuring accurate weather intelligence for the greater Seoul metropolitan area, which encompasses approximately ten million residents and a complex urban microclimate environment.

4. TERMS AND CONDITIONS

Acceptance: This Purchase Order becomes a binding agreement upon written acceptance by the Supplier. The Supplier must confirm acceptance within five (5) business days of the date of issue. Failure to respond within this period shall render this Purchase Order void.
Performance Location: All services under this Purchase Order shall be performed at the designated Bureau offices located in Jung-gu, South Korea Seoul, unless otherwise directed in writing by the Buyer. The Meteorologist is expected to be present on-site a minimum of five (5) days per week during the contract period.
Qualifications: The Meteorologist assigned to this Purchase Order must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences from an accredited institution, possess a valid KMA Professional Meteorologist License, and demonstrate a minimum of five (5) years of operational forecasting experience in an urban environment comparable to South Korea Seoul.
Payment Terms: Payment shall be made in monthly installments within thirty (30) days of receipt of a valid invoice. The total contract value of KRW 130,700,000 shall be disbursed in equal monthly tranches of KRW 10,891,667, with the final payment adjusted for any remaining balance. All payments shall be made via bank transfer to the Supplier's designated account in South Korea Seoul.
Confidentiality: The Meteorologist and the Supplier agree to treat all data, forecasts, internal communications, and operational procedures of the Seoul Metropolitan Weather & Climate Services Bureau as strictly confidential. This obligation survives the termination of this Purchase Order for a period of three (3) years.
Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. Termination shall not affect obligations accrued prior to the effective date of termination.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Korea. Any disputes arising from this Purchase Order shall be resolved through arbitration in Seoul, South Korea, in accordance with the rules of the Korean Commercial Arbitration Board.
Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government mandates, or public health emergencies affecting South Korea Seoul.
Intellectual Property: All forecasts, analyses, reports, and data products generated by the Meteorologist in the course of performing this Purchase Order shall be the exclusive property of the Seoul Metropolitan Weather & Climate Services Bureau.
Compliance: The Meteorologist shall comply with all applicable Korean labor laws, data protection regulations (including the Personal Information Protection Act), and meteorological service standards established by the Korea Meteorological Administration while operating in South Korea Seoul.
