This Purchase Order is issued by the Istanbul Metropolitan Meteorological Services Directorate to procure the professional services of a qualified Meteorologist for the period of 12 months, commencing 1 September 2025. The Meteorologist shall be responsible for daily weather forecasting, severe weather warnings, climate impact assessments, and advisory support to municipal departments across the Turkey Istanbul metropolitan area, which encompasses both the European and Asian sides of the city. The Meteorologist must hold a minimum of a Master's degree in Meteorology or Atmospheric Sciences and possess at least five (5) years of professional experience in operational forecasting within a major urban environment.

- 4.1 This Purchase Order is governed by the laws of the Republic of Turkey and the Istanbul municipal procurement regulations (5018 Sayılı Kamu Mali Yönetimi ve Kontrol Kanunu).
- 4.2 The Meteorologist shall commence all duties no later than 01 September 2025 and shall report directly to the Director of the Istanbul Metropolitan Meteorological Services Directorate located in Beşiktaş, Istanbul, Turkey.
- 4.3 Payment shall be made in monthly installments via bank transfer (EFT/Havale) to the IBAN specified above, within fifteen (15) business days of receipt of a valid invoice and completion of the corresponding service milestone.
- 4.4 The Meteorologist is required to maintain a minimum of 98% availability during the contract period. Unplanned absences exceeding three (3) consecutive working days without prior written approval may result in a 2% deduction per day from the monthly service fee.
- 4.5 All meteorological data, forecasts, and reports produced under this Purchase Order shall be the exclusive intellectual property of the Istanbul Metropolitan Meteorological Services Directorate. The Meteorologist shall sign a non-disclosure agreement (NDA) prior to the commencement date.
- 4.6 The vendor shall comply with all data-protection obligations under Turkey's Personal Data Protection Law (KVKK – Law No. 6698) when handling any citizen or operational data within the Turkey Istanbul jurisdiction.
- 4.7 Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for convenience, the Meteorologist shall be compensated for all services rendered up to the effective date of termination.
- 4.8 Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts in Istanbul, Turkey.
The Meteorologist shall report to the IMMSD headquarters at Barbaros Bulvarı No. 42, Beşiktaş, Istanbul, Turkey, on 01 September 2025 at 09:00 local time (UTC+3). All initial equipment, software access credentials, and observation-network documentation shall be made available on-site. The Meteorologist is expected to conduct a full handover briefing with the outgoing forecasting team within the first five (5) working days of the contract period.
