Description of Procured ServicesThis Purchase Order is issued by the Uganda National Meteorological Authority to formally procure the professional services of a certified Meteorologist and associated meteorological support team. The services shall be rendered in and around Uganda Kampala and its surrounding districts, including Entebbe, Mukono, Wakiso, and Kampala Capital City Municipal boundaries. The engagement is intended to support the Authority's ongoing mandate of providing accurate weather forecasting, climate advisory, and severe weather warning services to the public, government agencies, and private sector stakeholders operating within the Kampala metropolitan region.

- This Purchase Order constitutes a binding agreement between the Uganda National Meteorological Authority and East African Meteorological Consulting Ltd. for the procurement of Meteorologist services as described herein. All terms are governed by the laws of the Republic of Uganda, specifically the Public Procurement and Disposal of Public Assets Act, 2003 (as amended).
- The Lead Meteorologist and all supporting meteorological personnel shall be physically present at the designated workstations in Uganda Kampala during standard working hours (Monday to Friday, 08:00 to 17:00 EAT) and shall be available on a rotational on-call basis for emergency weather events.
- All meteorological data, forecasts, and reports produced under this Purchase Order shall be the intellectual property of the Uganda National Meteorological Authority. The Meteorologist and the consulting firm shall not disclose proprietary data to third parties without written authorization.
- Payment shall be made in Ugandan Shillings (UGX) via bank transfer to the account designated by the supplier. Invoices must be submitted within five (5) business days of the completion of each monthly service cycle. Payment shall be processed within thirty (30) days of receipt of a valid invoice.
- The supplier shall ensure that all Meteorologist personnel engaged under this Purchase Order hold valid professional certifications recognized by the Uganda National Meteorological Authority and the East African Community Meteorological Services. Professional indemnity insurance of not less than UGX 50,000,000 shall be maintained throughout the contract period.
- Any changes to the scope of work, personnel, or service delivery location within Uganda Kampala must be approved in writing by both parties through a formal Purchase Order amendment. Unauthorized substitutions of the Lead Meteorologist are strictly prohibited.
- The supplier shall comply with all applicable health, safety, and environmental regulations in Uganda. The Meteorologist team shall adhere to the workplace safety protocols established at the Kampala Central Observatory and all field observation stations.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the supplier shall be compensated for all services rendered up to the date of termination, less any applicable penalties for non-performance.
- All disputes arising from this Purchase Order shall be resolved through mediation in Kampala, Uganda, in accordance with the Uganda Arbitration Act, 2000. The courts of Kampala shall have exclusive jurisdiction.
- This Purchase Order is valid for a period of twelve (12) months from the date of issue, unless renewed or extended by mutual written agreement of both parties.
