This Purchase Order authorizes the procurement of professional Meteorologist services to be rendered in and around the United States Houston metropolitan area. The contracted Meteorologist shall provide comprehensive atmospheric analysis, severe weather forecasting, climate risk assessments, and emergency weather advisory support for the Gulf Coast Environmental Monitoring Authority. All services described in this Purchase Order are to be performed in compliance with the National Weather Service guidelines, the American Meteorological Society professional standards, and all applicable federal and Texas state regulations governing meteorological consulting in the United States Houston region.

- This Purchase Order constitutes a binding agreement between the Gulf Coast Environmental Monitoring Authority and the named Meteorologist service provider for the performance of all services listed herein within the United States Houston jurisdiction.
- The Meteorologist shall maintain current professional certification through the American Meteorological Society (AMS) and shall hold a valid Texas professional license for atmospheric consulting throughout the duration of this Purchase Order.
- All Meteorologist services shall be performed at the designated United States Houston facilities or at such other locations within the United States Houston metropolitan area as mutually agreed upon in writing.
- Payment shall be due within thirty (30) calendar days of receipt of a valid invoice. Late payments shall accrue interest at a rate of 1.5% per month as permitted under Texas Business & Commerce Code.
- The Meteorologist shall provide weekly progress reports to the Requisitioning Department and shall attend bi-weekly coordination meetings at the United States Houston headquarters located at 1200 Main Street, Suite 4500.
- In the event of a declared state of emergency in the United States Houston area due to severe weather events, the Meteorologist shall be available for immediate on-site deployment within four (4) hours of notification, at the call-out rate specified in Line Item 4.
- All data, forecasts, and reports produced by the Meteorologist under this Purchase Order shall remain the property of the Gulf Coast Environmental Monitoring Authority and shall be stored in the United States Houston central records facility.
- This Purchase Order may be terminated by either party with thirty (30) days written notice. In the event of termination, the Meteorologist shall be compensated for all services rendered up to the effective date of termination.
- The Meteorologist shall carry professional liability insurance with a minimum coverage of $2,000,000 per occurrence, naming the Gulf Coast Environmental Monitoring Authority as an additional insured party.
- All work performed under this Purchase Order shall comply with the Americans with Disabilities Act, the Equal Employment Opportunity guidelines, and all applicable federal, Texas state, and United States Houston municipal regulations.
- Disputes arising from this Purchase Order shall be resolved through binding arbitration in the United States Houston, Texas, in accordance with the rules of the American Arbitration Association.
