This Purchase Order is issued by the Department of Meteorological Services to procure the professional services of a qualified Meteorologist to operate within the Zimbabwe Harare metropolitan region and its surrounding districts. The Meteorologist engaged under this Purchase Order shall be responsible for the following duties and deliverables:

3.1 Scope of Engagement. The Meteorologist named in this Purchase Order shall render all services from the primary office located in Zimbabwe Harare. All forecasts, bulletins, and advisory reports must be issued no later than 05:00 CAT (Central Africa Time) on each business day. The Meteorologist shall comply with all operational standards set by the Zimbabwe Meteorological Services Act (Chapter 13:10) and the World Meteorological Organization (WMO) guidelines applicable to the Zimbabwe Harare region.
3.2 Qualifications and Compliance. The Meteorologist must hold a minimum of a Bachelor's degree in Meteorology or Atmospheric Sciences from a recognized institution, together with a valid professional registration with the Meteorological Council of Zimbabwe. The Meteorologist shall maintain all necessary insurance coverage, including professional indemnity insurance, for the full duration of this Purchase Order.
3.3 Payment Terms. Payment for services rendered under this Purchase Order shall be made on a monthly basis, within thirty (30) calendar days of receipt of a valid invoice. Invoices shall be submitted to the Procurement Division at the Zimbabwe Harare headquarters. Payment shall be processed via electronic funds transfer (EFT) to the Meteorologist's designated bank account in Zimbabwe. Late payments shall attract interest at the rate of 2% per month as stipulated under Zimbabwean commercial law.
3.4 Performance Standards. The Meteorologist is expected to achieve a forecast accuracy rate of no less than 85% for 24-hour and 48-hour weather predictions for Zimbabwe Harare. Monthly performance reviews shall be conducted by the Head of Operations. Failure to meet the stipulated accuracy threshold for two consecutive months shall constitute grounds for review of this Purchase Order.
3.5 Confidentiality and Data Security. All atmospheric data, proprietary forecasting models, and government-sensitive climate information accessed by the Meteorologist in the course of this Purchase Order shall be treated as strictly confidential. The Meteorologist shall not disclose, publish, or share such data with any third party without prior written authorization from the Department of Meteorological Services in Zimbabwe Harare.
3.6 Termination. Either party may terminate this Purchase Order by providing sixty (60) days' written notice. In the event of material breach, termination may be effected with fourteen (14) days' notice. Upon termination, the Meteorologist shall return all government property, data files, and access credentials to the Zimbabwe Harare office within seven (7) days.
3.7 Governing Law. This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Zimbabwe. Any disputes arising from this Purchase Order shall be resolved through the courts of competent jurisdiction in Zimbabwe Harare.
The Meteorologist shall commence duties on or before 01 July 2025 at the Department of Meteorological Services office in Zimbabwe Harare. All equipment, including weather station access, satellite data terminals, and forecasting software licenses, shall be made available by the Buyer prior to the commencement date. The Meteorologist is required to report to the Zimbabwe Harare office Monday through Friday, 07:00 to 16:00 CAT, with on-call availability for severe weather events outside standard hours.
