4. TERMS AND CONDITIONS
4.1. This Purchase Order is governed by the regulations of the Brazilian Army Procurement Code and the Federal Law No. 14.133/2021 regarding public procurement in Brazil. All items listed herein are to be delivered to the Brasília Garrison Command warehouse, located in the Setor de Edifícios Administrativos Sul, Brasília, DF, within thirty (30) calendar days from the date of this Purchase Order.
4.2. The Military Officer named in Section 2 shall be the sole authorized recipient of all items listed in this Purchase Order. No substitution of personnel is permitted without written authorization from the Commanding Officer of the Brasília Garrison.
4.3. All uniforms and equipment must conform to the current Brazilian Army regulations (Regulamento de Uniformes do Exército – RUX) and must bear the appropriate insignia for the rank of Major and the unit designation of the Brasília Garrison Command.
4.4. Payment shall be processed through the Federal Treasury of Brazil (Tesouro Nacional) via electronic transfer to the approved vendor account. Invoices must be submitted to the Procurement Division in Brasília no later than ten (10) business days prior to the delivery deadline.
4.5. The vendor warrants that all items are new, unused, and free from defects. A quality inspection will be conducted by the Military Officer's logistics assistant at the Brasília receiving facility prior to final acceptance.
4.6. This Purchase Order is non-transferable. Any modification to the scope, quantity, or specifications requires a formal amendment signed by both the issuing authority in Brasília and the contracting vendor.
5. DELIVERY AND LOGISTICS
Delivery shall be made to: Brasília Garrison Command, Logistics and Supply Section, SEAS – Quadra 1, Lote 1, Edifício Sede, 3rd Floor, Brasília, DF – CEP 70065-900, Brazil. The Military Officer or his designated logistics representative must be present at the time of delivery to verify the contents against this Purchase Order. All shipping and handling costs are included in the unit prices listed above. The vendor is responsible for secure transport in accordance with Brazilian military logistics protocols for the Federal District of Brasília.
