4.1 This Purchase Order is issued under the authority of the designated Military Officer, Colonel Zhang Wei, acting on behalf of the Beijing Garrison Logistics Support Group. All procurement actions referenced herein are binding upon the Military Officer's command and the supplier named in Section 2.
4.2 Delivery of all items listed in Section 3 shall be completed no later than 45 calendar days from the date of this Purchase Order. All deliveries must be made to the specified locations within China Beijing as indicated in the line-item table. Late delivery penalties of 0.5% of the affected line-item value per calendar day shall apply.
4.3 The Military Officer reserves the right to inspect all delivered goods upon arrival at the designated China Beijing receiving facility. Any items found non-conforming to the stated military specifications shall be rejected and replaced at the supplier's sole expense within 10 business days.
4.4 Payment shall be processed via bank transfer to the account specified in Section 2, within 30 days of confirmed receipt and acceptance of all goods by the Military Officer's logistics inspection team in China Beijing.
4.5 All materials procured under this Purchase Order are classified as restricted military property. The supplier shall not disclose the nature, quantity, or destination of any item to third parties. Breach of confidentiality shall result in immediate contract termination and referral to the appropriate military legal authority in China Beijing.
4.6 This Purchase Order is governed by the laws of the People's Republic of China and applicable military procurement regulations. Any disputes arising from this document shall be resolved through the military arbitration tribunal located in China Beijing.
4.7 The Military Officer may amend, partially cancel, or fully void this Purchase Order at any time prior to final delivery, provided written notice is issued to the supplier no fewer than 14 days before the scheduled delivery date.
