All items specified in this Purchase Order shall be delivered to the General Staff Office, Ministry of National Defence, Avenue de la Nation, Gombe, Kinshasa, DR Congo. Delivery must be completed no later than 30 July 2025. The supplier is responsible for all packaging, secure handling, and military-grade transport logistics within the DR Congo Kinshasa metropolitan area. A designated Military Officer from the receiving unit shall be present at the point of delivery to inspect, verify, and sign the delivery receipt. Any items found damaged, incomplete, or non-conforming to the FARDC specifications upon arrival shall be rejected at the supplier's expense and replaced within ten (10) business days.
5. PAYMENT TERMS- Payment shall be made in United States Dollars (USD) via bank transfer to the supplier's designated account in Kinshasa, DR Congo.
- A 30% advance payment (USD 7,772.58) shall be released upon formal acceptance of this Purchase Order by the supplier.
- The remaining 70% balance (USD 18,136.02) shall be paid within fifteen (15) business days following successful delivery, inspection, and written acceptance by the designated Military Officer of the receiving unit.
- All payments are subject to verification by the DR Congo Kinshasa military finance office and compliance with the national public procurement code of the Democratic Republic of the Congo.
- Late payment beyond the stipulated period shall incur a penalty of 1.5% per month on the outstanding balance.
- This Purchase Order constitutes a binding agreement between the parties upon signature by both the authorized representative of the Ministry of National Defence and the supplier.
- All equipment procured under this Purchase Order is the exclusive property of the Armed Forces of the Democratic Republic of the Congo and is intended solely for the use of the designated Military Officer in the performance of official duties within DR Congo Kinshasa and authorized operational areas.
- The supplier warrants that all items are new, of original manufacture, and free from defects. A minimum warranty period of twenty-four (24) months applies to all electronic and mechanical components.
- Confidentiality: All information contained in this Purchase Order, including the identity of the Military Officer, operational details, and delivery locations within DR Congo Kinshasa, is classified as Restricted. Unauthorized disclosure is prohibited under the national security laws of the Democratic Republic of the Congo.
- Disputes arising from this Purchase Order shall be resolved through the military administrative courts of Kinshasa, DR Congo, in accordance with the applicable legal framework.
- This Purchase Order may not be assigned, subcontracted, or transferred by the supplier without prior written consent from the issuing authority.
- Force majeure events, including but not limited to civil unrest, natural disasters, or government-mandated closures in DR Congo Kinshasa, shall extend delivery deadlines proportionally, subject to written notification within 48 hours.
