4. Delivery and Logistics
All items listed in this Purchase Order shall be delivered to the Valencia Regional Command headquarters located at Av. de las Cortes Valencianas, 12071 Valencia, Spain. Delivery must be completed no later than 31 July 2025. The supplier is responsible for all transportation, insurance, and customs clearance (if applicable) within the territory of Spain. A Military Officer from the Valencia garrison will be present at the receiving dock to inspect and verify each shipment against the specifications outlined in Section 3. Partial deliveries are permitted only with prior written authorization from the undersigned Military Officer.
5. Payment Terms
Payment shall be made via direct bank transfer to the supplier's designated account within 45 calendar days from the date of confirmed receipt and acceptance of goods at the Valencia facility. The payment will be processed through the Ministerio de Defensa accounting office in Madrid and routed to the Valencia Regional Command finance section. Invoices must reference this Purchase Order number (PO-VAL-2025-04871) and include the supplier's CIF. Late payment penalties shall not apply provided the supplier has submitted all required documentation within five business days of delivery.
6. Terms and Conditions
- This Purchase Order is governed by the Spanish Public Contracts Act (Ley 9/2017 de Contratos del Sector Público) and applicable NATO procurement regulations.
- All equipment must comply with current Spanish Armed Forces technical specifications and NATO interoperability standards. Non-conforming items will be rejected at the supplier's expense.
- The Military Officer designated as the contracting authority retains the right to inspect, test, and reject any item that does not meet the stated specifications prior to final acceptance.
- The supplier warrants that all goods are new, free from defects, and carry a minimum two-year manufacturer's warranty from the date of delivery in Valencia.
- Confidentiality: All details of this Purchase Order, including quantities, unit prices, and delivery locations within Spain Valencia, are classified as RESTRICTED and must not be disclosed to unauthorized third parties.
- In the event of a dispute, the competent courts of Valencia, Spain shall have exclusive jurisdiction.
