All items listed in this Purchase Order shall be delivered to the Istanbul Garrison Command Logistics Depot, located at Atatürk Bulvarı No. 142, Beşiktaş, Istanbul, Turkey, no later than 30 July 2025. Delivery shall be made in accordance with DDP (Delivered Duty Paid) Istanbul terms. The Military Officer designated as the receiving authority, Colonel Emre Kaya, or his duly appointed deputy, shall inspect all goods upon arrival. Acceptance or rejection shall be communicated in writing within five (5) business days of delivery. Any non-conforming items must be replaced or repaired by the supplier at no additional cost within fifteen (15) calendar days.
Payment shall be made by bank transfer to the supplier account specified in Section 2. The payment schedule is as follows: fifty percent (50%) upon signing of this Purchase Order, and the remaining fifty percent (50%) within thirty (30) days following written acceptance of all delivered goods by the authorized Military Officer. Late payments shall accrue interest at the rate prescribed by the Turkish Commercial Code (Türk Ticaret Kanunu). All transactions are subject to the oversight of the Istanbul Regional Procurement Audit Office.
This Purchase Order is governed by the laws of the Republic of Turkey and the Turkish Public Procurement Law (4734 Sayılı Kamu İhale Kanunu) as applicable to defence and security acquisitions. All equipment must comply with NATO interoperability standards and Turkish Armed Forces technical regulations. The supplier warrants that no item contains restricted dual-use technology without prior authorization from the Ministry of National Defence, Ankara. Disputes arising from this Purchase Order shall be resolved by the Istanbul Regional Arbitration Centre in accordance with its rules. This document constitutes a binding agreement between the purchasing Military Officer acting under delegated authority and the named supplier.
Notes & Special Instructions:• All uniform items must bear the current Istanbul Garrison Command patch and the appropriate Military Officer rank insignia as per TSK Regulation 2025/08.
• Communication radios must be pre-programmed with the Istanbul sector frequency plan before delivery.
• GPS terminals must include pre-loaded topographic data for the Istanbul metropolitan area, the Marmara Sea coastline, and the Bosphorus Strait corridor.
• The supplier must provide a Certificate of Conformity and a NATO Stock Number (NSN) reference for each line item.
• This Purchase Order is valid only for the Military Officer named herein and may not be transferred or assigned to another unit without written approval from the Istanbul Garrison Commander. Prepared & Authorized By
