Terms and Conditions

This Purchase Order is issued in accordance with the Federal Acquisition Regulation (FAR) and Department of Defense (DoD) procurement guidelines applicable to United States New York City garrison operations.
All items listed in this Purchase Order are intended for the personal issue and professional use of a Military Officer assigned to U.S. Army Garrison New York City, specifically for duties conducted within the metropolitan area of United States New York City and surrounding operational zones.
Delivery of all items referenced in this Purchase Order shall be completed no later than thirty (30) calendar days from the date of issue. Late delivery beyond this window shall subject the supplier to a penalty of 0.5% of the total Purchase Order value per calendar day of delay, not to exceed 5% of the total amount.
All uniforms and equipment procured under this Purchase Order must comply with Army Regulation 670-1 (Wear and Appearance of Army Uniforms and Insignia) and applicable Military Officer grooming and dress standards.
Payment terms: Net 30 days from receipt and acceptance of all items. Payment shall be processed via Electronic Funds Transfer (EFT) to the supplier's designated account on file with the United States New York City Garrison Procurement Office.
The Military Officer receiving these items shall inspect all goods upon delivery. Any defects, sizing discrepancies, or non-conforming items must be reported to the Procurement Office within five (5) business days of delivery. The supplier shall replace defective items at no additional cost within ten (10) business days of notification.
This Purchase Order does not constitute a guarantee of future orders. The United States New York City Garrison reserves the right to modify or cancel this Purchase Order in whole or in part, subject to applicable federal regulations.
All items procured under this Purchase Order are government property and shall be maintained in accordance with Military Officer service obligations. Upon separation from duty, all government-issued equipment must be returned to the Quartermaster Store at U.S. Army Garrison New York City.
Disputes arising from this Purchase Order shall be resolved in accordance with the Contract Disputes Act of 1978, as amended. The venue for any legal proceedings shall be the United States District Court for the Southern District of New York, United States New York City.
The supplier warrants that all items are new, unused, and free from defects in material and workmanship. A minimum warranty period of twelve (12) months applies to all items listed in this Purchase Order.
