This Purchase Order is issued by the Kabul Cultural Heritage Foundation to procure the professional services of a certified Musician and accompanying ensemble for the annual "Voices of the Valley" cultural festival to be held in Afghanistan Kabul. The Musician shall perform traditional and contemporary Afghan musical pieces, including rubab, tabla, and dholak arrangements, for a minimum of three (3) consecutive performance days. All services rendered under this Purchase Order shall take place at the Kabul International Convention Center, located in the Wazir Akbar Khan District of Afghanistan Kabul.

- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All terms herein govern the engagement of the Musician and supporting ensemble for the cultural event in Afghanistan Kabul.
- The Musician shall arrive in Afghanistan Kabul no later than 48 hours prior to the first scheduled performance. All travel and visa arrangements shall be coordinated by the Buyer's logistics team based in Afghanistan Kabul.
- Payment shall be made within thirty (30) calendar days of receipt of a valid invoice from the Supplier. Payment shall be processed via bank transfer to the account designated by the Supplier. Late payments shall incur a penalty of 1.5% per month.
- The Musician agrees to comply with all local regulations, cultural sensitivities, and venue policies applicable in Afghanistan Kabul. Any deviation from the agreed performance program must be approved in writing by the Buyer's event coordinator.
- Cancellation by the Buyer more than fourteen (14) days prior to the event shall result in a 25% penalty fee. Cancellation within fourteen (14) days shall result in a 50% penalty fee. Cancellation by the Musician for any reason shall require full refund of all payments received under this Purchase Order.
- The Supplier warrants that the Musician holds all necessary professional certifications, performance licenses, and insurance coverage required to conduct public performances in Afghanistan Kabul.
- All intellectual property rights to original compositions performed by the Musician remain with the Supplier. The Buyer is granted a one-time license to record and distribute audio/video of the performance for archival and promotional purposes within Afghanistan Kabul.
- Force majeure events, including but not limited to political instability, natural disasters, or government-mandated closures in Afghanistan Kabul, shall exempt both parties from liability. In such cases, this Purchase Order may be suspended or renegotiated in good faith.
- Any disputes arising from this Purchase Order shall be resolved through mediation in Afghanistan Kabul before proceeding to arbitration under the rules of the Afghanistan Commercial Arbitration Center.
- This Purchase Order is governed by the laws of the Islamic Republic of Afghanistan. All communications related to this document shall be conducted in English or Dari.
