This Purchase Order is issued by the Afghanistan National Water Resources Authority (ANWRA) for the procurement of specialized oceanographic and hydrographic equipment, as well as the engagement of a qualified Oceanographer to provide on-site technical consultancy, calibration, and training services. All physical goods shall be delivered to the ANWRA Hydrographic Research Laboratory, Darul Aman District, Kabul, Afghanistan. The contracted Oceanographer shall report to the same facility upon arrival in Kabul. The supplier is responsible for arranging all international freight, export documentation from the United Kingdom, and import clearance through the Afghanistan Customs Authority in Kabul. All equipment must be packaged in accordance with IATA and ICAO regulations for air and ground transport into Afghanistan. The Oceanographer's travel, accommodation, and per diem in Kabul for the duration of the 12-week assignment are included in the service fee listed in Item 05.
- Acceptance: This Purchase Order constitutes a binding offer. The supplier shall confirm acceptance in writing within ten (10) business days of the issue date.
- Compliance: All oceanographic instruments must comply with WMO (World Meteorological Organization) standards and be suitable for deployment in the climatic conditions of Kabul, Afghanistan (elevation 1,799 m; summer temperatures up to 40 °C; winter temperatures below 0 °C).
- Oceanographer Qualifications: The Oceanographer assigned to this contract must hold a minimum of a PhD in Oceanography, Hydrography, or a closely related discipline, with at least eight (8) years of post-doctoral field experience. A copy of the CV and relevant certifications must be submitted to ANWRA for approval prior to deployment to Kabul.
- Warranty: All equipment carries a minimum two-year manufacturer's warranty from the date of installation in Kabul, Afghanistan. The Oceanographer's technical work is warranted for accuracy and completeness for a period of six (6) months.
- Intellectual Property: All data collected, reports authored, and training materials developed by the Oceanographer during the assignment in Kabul, Afghanistan, shall be the sole property of ANWRA.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to political instability, sanctions, or natural disasters affecting Afghanistan.
- Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the commercial laws of the Islamic Republic of Afghanistan. Disputes shall be resolved through arbitration in Kabul, Afghanistan, under the rules of the Afghanistan Arbitration Centre.
- Payment Schedule: 30% advance upon signing; 50% upon delivery and installation of all equipment in Kabul; 20% upon successful completion of the Oceanographer's 12-week assignment and submission of the final technical report.
