This Purchase Order is issued by the Qatar National Marine Research Authority to formally engage the services of a qualified Oceanographer for the execution of marine and oceanographic research activities within the territorial waters and coastal zones of Qatar Doha and its surrounding regions. The Oceanographer shall provide expert scientific services in accordance with the scope of work detailed below, adhering to all applicable Qatari environmental regulations and international oceanographic standards.

- Scope and Compliance: The Oceanographer shall perform all duties strictly within the geographical boundaries of Qatar Doha and its designated maritime zones as approved by the Qatari Ministry of Environment and Climate Change. Any deviation from the approved scope requires written amendment to this Purchase Order.
- Qualifications: The Oceanographer must hold a minimum of a Master's degree in Oceanography, Marine Science, or a closely related discipline, and must possess a valid Qatari professional practice license. All credentials shall be verified prior to commencement of work.
- Payment Schedule: Payment shall be made in three (3) equal installments of QAR 366,667 each, payable within thirty (30) days of the Buyer's receipt of a valid tax invoice. The final installment is contingent upon satisfactory delivery and acceptance of the complete oceanographic report.
- Equipment and Materials: The Oceanographer shall provide all specialized oceanographic instruments, sampling equipment, and software required for the execution of this Purchase Order. The Buyer shall provide access to designated marine sites and logistical support within Qatar Doha.
- Intellectual Property: All data, reports, maps, and findings generated under this Purchase Order shall become the exclusive property of the Qatar National Marine Research Authority. The Oceanographer may reference the work in academic publications only with prior written consent.
- Confidentiality: The Oceanographer agrees to maintain strict confidentiality regarding all sensitive marine data, environmental assessments, and proprietary information encountered during the course of this engagement in Qatar Doha.
- Insurance and Liability: The Oceanographer shall maintain comprehensive professional liability insurance with a minimum coverage of QAR 2,000,000 for the duration of this Purchase Order. The Oceanographer assumes full responsibility for personal safety during field operations in marine environments.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Buyer shall compensate the Oceanographer for all services rendered up to the date of termination, pro-rated accordingly.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through arbitration in Doha, Qatar, in accordance with the Qatar Arbitration Law. The Arabic language shall prevail in the event of any translation discrepancy.
- Force Majeure: Neither party shall be liable for delays or failures in performance caused by events beyond reasonable control, including but not limited to severe weather conditions affecting marine operations in Qatar Doha, government-imposed restrictions, or acts of God.
The Oceanographer shall commence field operations no later than 1 July 2025. All deliverables, including interim progress reports, shall be submitted to the Buyer's designated project manager at the Qatar National Marine Research Authority headquarters in Doha. The final comprehensive oceanographic report shall be delivered no later than 30 November 2025. All work shall be conducted in full compliance with Qatari labor laws, environmental protection statutes, and maritime regulations applicable to the Doha region.
