3. Scope of Work & Description of Oceanographer Services

This Purchase Order is issued by the Colombo Marine Research & Development Authority to formally engage the services of a qualified Oceanographer for the execution of comprehensive marine environmental assessment, hydrographic surveying, and coastal ecosystem monitoring activities within the Colombo Harbour and the broader Western Province coastline of Sri Lanka Colombo. The Oceanographer shall be responsible for the following deliverables:

4. Terms and Conditions of This Purchase Order

Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka, specifically the Public Procurement Act No. 12 of 2019 and applicable marine research regulations issued by the Department of Fisheries, Colombo.
Commencement: The Oceanographer shall commence all fieldwork activities in Sri Lanka Colombo no later than 1 July 2025. Any delay beyond this date without written approval from CMDRA shall result in a penalty of 0.5% of the total contract value per day of delay.
Payment Schedule: Payment shall be made in three (3) equal installments of LKR 14,050,000 each. The first installment is due upon signed commencement; the second upon submission of interim field data; and the third upon acceptance of the final Oceanographer's Technical Report by the CMDRA review committee in Colombo.
Equipment and Vessels: The Oceanographer shall provide all personal scientific instruments, sampling kits, and data-recording equipment. Vessel access to Colombo Harbour shall be coordinated through the Colombo Port Authority and is included in the unit rates specified above.
Intellectual Property: All data, reports, maps, and findings generated by the Oceanographer under this Purchase Order shall become the exclusive property of CMDRA. The Oceanographer retains the right to publish peer-reviewed academic papers with prior written consent from the Authority.
Insurance and Liability: The Oceanographer shall maintain professional indemnity insurance of not less than LKR 50,000,000 and marine liability coverage for all operations conducted in Sri Lanka Colombo waters throughout the engagement period.
Compliance: The Oceanographer shall comply with all environmental permits, harbour navigation rules, and safety protocols mandated by the Sri Lankan Maritime Authority and the Colombo Municipal Council.
Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Oceanographer shall be compensated for all work completed and documented up to the termination date.
Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to mediation in Colombo, Sri Lanka. If unresolved within 60 days, the matter shall be referred to the Arbitration Tribunal of the Sri Lanka Chamber of Commerce, Colombo.

5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Oceanographer in Sri Lanka Colombo. This document constitutes a binding commercial agreement effective upon the last signature.
