Description of Services – Oceanographer EngagementThis Purchase Order is issued by the Tanzania Marine Research Institute to formally engage the professional services of a qualified Oceanographer for the purpose of conducting comprehensive marine and coastal environmental assessments along the Indian Ocean coastline of Tanzania Dar es Salaam. The engagement of this Oceanographer is critical to the ongoing Coastal Environmental Monitoring Programme, which seeks to document baseline oceanographic conditions, assess the impact of urbanization and port activities on marine ecosystems, and provide scientific recommendations for sustainable coastal management in the Tanzania Dar es Salaam region.
The Oceanographer engaged under this Purchase Order shall be a certified marine scientist with a minimum of ten (10) years of post-graduate experience in physical and biological oceanography. The Oceanographer must hold a Doctorate or Master's degree in Oceanography, Marine Science, or a closely related discipline from an accredited institution. The Oceanographer shall be responsible for designing and executing field surveys, deploying and maintaining oceanographic instrumentation, collecting water samples for chemical and biological analysis, and producing detailed technical reports in accordance with the standards set by the Tanzania National Bureau of Standards (TBS) and the United Nations Environment Programme (UNEP) guidelines for coastal zone management.

- This Purchase Order is governed by the laws of the United Republic of Tanzania and the Public Procurement Act, 2011 (as amended). All disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the rules of the Tanzania Centre for Arbitration.
- The Oceanographer shall comply with all environmental, health, and safety regulations applicable to marine fieldwork in Tanzania Dar es Salaam, including permits issued by the Tanzania Marine and Coastal Resources Authority (TMCRA) and the National Environment Management Council (NEMC).
- All data, reports, and intellectual property generated by the Oceanographer under this Purchase Order shall become the exclusive property of the Tanzania Marine Research Institute upon full payment.
- The Oceanographer shall maintain professional indemnity insurance with a minimum cover of TZS 500,000,000 for the duration of the contract.
- Payment shall be made in Tanzanian Shillings (TZS) within thirty (30) calendar days of receipt of a valid invoice and acceptance of the corresponding deliverable by the authorized officer of the Tanzania Marine Research Institute.
- The Oceanographer shall submit a detailed work plan within fourteen (14) days of the commencement date, specifying the schedule of fieldwork activities, equipment to be deployed, and personnel to be assigned to the Tanzania Dar es Salaam project site.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Oceanographer shall be compensated for all services rendered and expenses incurred up to the date of termination.
- The Oceanographer shall not subcontract any portion of the core oceanographic fieldwork without prior written approval from the Tanzania Marine Research Institute.
- All fieldwork conducted in the waters of Tanzania Dar es Salaam shall be coordinated with the Tanzania Ports Authority and the Tanzania Navy to ensure compliance with maritime safety and security protocols.
By signing below, both parties acknowledge and agree to the terms, conditions, and scope of work outlined in this Purchase Order for the engagement of the Oceanographer in Tanzania Dar es Salaam. This document constitutes a binding agreement effective from the date of the last signature.
