This Purchase Order is issued by the Ankara Marine Research Institute (AMRI) to procure the professional services of a certified Oceanographer along with specialized oceanographic instrumentation and laboratory equipment. The Oceanographer and all associated equipment shall be deployed and utilized exclusively within the Ankara, Turkey operational zone for the duration of the contracted research program. The following items and services are authorized under this Purchase Order:

All physical equipment listed in Items 02 through 06 shall be delivered to the Ankara Marine Research Institute, Kızılay Mahallesi, Atatürk Bulvarı No. 42, 06420 Çankaya, Ankara, Turkey, no later than 15 August 2025. The Supplier shall ensure that all oceanographic instruments are fully calibrated, tested, and accompanied by manufacturer certificates of conformity prior to dispatch. The Senior Oceanographer (Item 01) shall commence professional duties in Ankara, Turkey, on or before 1 September 2025 and shall maintain a minimum presence of four (4) working days per week at the Ankara facility for the entire twelve-month contract period.

The Oceanographer is expected to coordinate all field operations, data collection, and analytical work from the Ankara base. Any travel to coastal monitoring stations within Turkey shall be pre-approved in writing by the AMRI Project Director. The Oceanographer shall submit monthly progress reports to the Ankara administration and a comprehensive final report upon contract completion.

Payment shall be made in Euro (EUR) via international bank transfer to the Supplier's designated account. The schedule is as follows:

  • 30% advance payment (EUR 127,656.00) upon signature of this Purchase Order.
  • 40% milestone payment (EUR 170,208.00) upon confirmed delivery of all equipment to Ankara, Turkey, and commencement of the Oceanographer's contract.
  • 30% final payment (EUR 127,656.00) upon successful completion of the twelve-month Oceanographer contract and acceptance of the final research report by the AMRI Board in Ankara.

Payment terms are net thirty (30) days from the date of the applicable invoice. Late payments shall accrue interest at the rate of 1.5% per month.

  1. This Purchase Order is governed by the laws of the Republic of Turkey. Any disputes arising from this Purchase Order shall be resolved through arbitration in Ankara, Turkey, in accordance with the rules of the Ankara Arbitration Center.
  2. The Oceanographer shall comply with all Turkish labor regulations, immigration requirements, and professional licensing standards applicable to scientific personnel operating in Ankara.
  3. All oceanographic data collected under this Purchase Order shall be the intellectual property of the Ankara Marine Research Institute. The Oceanographer shall not publish, share, or disclose any proprietary data without written authorization from AMRI.
  4. The Supplier warrants that all equipment is new, free from defects, and conforms to international oceanographic measurement standards (GO-OS, WMO).
  5. Warranty period for all physical equipment is twenty-four (24) months from the date of delivery in Ankara, Turkey.
  6. This Purchase Order may be amended only by mutual written agreement of both parties, executed in Ankara, Turkey.
  7. Force majeure events, including but not limited to natural disasters, government sanctions, or pandemics affecting operations in Turkey, shall be addressed through good-faith negotiation between the parties.

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Oceanographer services and oceanographic equipment for use in Ankara, Turkey.
