1. This Purchase Order is issued by the Secretaría de Salud de Medellín for the procurement of Paramedic emergency medical services and associated equipment to be deployed across the Colombia Medellín metropolitan area. All services shall comply with the regulations established by the Colombian Ministry of Health and Social Protection (Ministerio de Salud y Protección Social).
2. The vendor shall ensure that all Paramedic personnel assigned under this Purchase Order hold valid certification from the Colombian paramedic regulatory body and maintain current licenses throughout the contract period. Any Paramedic found to be operating without valid credentials shall be immediately replaced at the vendor's expense.
3. All Paramedic ambulance units and medical equipment delivered under this Purchase Order must meet the technical specifications outlined in Annex A of Contract No. EMS-MED-2025-0092. Equipment shall be inspected and approved by the Medellín Health Authority prior to operational deployment.
4. Delivery of all Paramedic equipment and vehicles shall be completed no later than July 15, 2025, at the designated receiving facility in Colombia Medellín. Late delivery shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
5. Payment shall be processed within thirty (30) calendar days from the date of receipt of a valid invoice, subject to verification of service delivery and equipment acceptance. Payment shall be made via bank transfer to the account designated by the vendor in Colombia.
6. The vendor shall maintain comprehensive liability insurance covering all Paramedic personnel, vehicles, and equipment operating in Colombia Medellín. Minimum coverage shall be COP 500,000,000 per incident. Certificates of insurance shall be provided prior to the commencement of services.
7. This Purchase Order is subject to the general terms of Colombian public procurement law (Ley 80 de 1993 and Ley 1150 de 2007). Any disputes arising from this Purchase Order shall be resolved through the competent administrative courts of Medellín, Antioquia, Colombia.
8. The vendor shall provide monthly service reports detailing Paramedic response times, number of emergency calls handled, patient outcomes, and equipment status for all units operating in the Colombia Medellín jurisdiction.
