2. Scope of Procurement – Paramedic Services for Egypt Alexandria

This Purchase Order is issued by the Alexandria Emergency Medical Services Authority to procure the services of a certified Paramedic team and associated emergency medical equipment for deployment across the Egypt Alexandria metropolitan area. The engagement covers a twelve-month operational period commencing on 1 August 2025. The Paramedic personnel shall be fully licensed under Egyptian Ministry of Health regulations and shall operate in accordance with the Alexandria Governorate Emergency Response Protocols, 2023 Edition.

4. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between Alexandria Emergency Medical Services Authority and DeltaMed Paramedic Services & Training Co., Ltd. upon countersignature by both parties.
  2. All Paramedic personnel assigned under this contract must hold valid Egyptian Ministry of Health Paramedic Licenses (Level II or III) and must pass a medical fitness examination approved by the Egypt Alexandria Health Directorate prior to deployment.
  3. Service delivery shall cover all 12 districts of Egypt Alexandria, with a maximum emergency response time of 8 minutes for urban zones and 15 minutes for coastal and rural periphery areas.
  4. The vendor shall maintain a minimum of 95% operational readiness at all times. Failure to meet this threshold for two consecutive weeks shall constitute a material breach of this Purchase Order.
  5. Payment terms: 30% advance upon contract execution, 50% upon successful deployment and 30-day operational review, and 20% upon completion of the 12-month service period. All payments shall be made via bank transfer to the vendor's designated account in Egypt Alexandria.
  6. All Paramedic equipment and ambulance units procured under this Purchase Order shall remain the property of AEMSA upon full payment. The vendor shall provide a 24-month warranty on all medical devices and a 36-month warranty on ambulance vehicles.
  7. Disputes arising from this Purchase Order shall be resolved through arbitration in accordance with the Egyptian Arbitration Law No. 27 of 1994, with the seat of arbitration in Egypt Alexandria.
  8. The vendor shall comply with all data protection and patient confidentiality regulations as stipulated by the Egyptian Personal Data Protection Law No. 151 of 2020. All patient records generated by Paramedic personnel shall be stored on AEMSA-secured servers located in Egypt Alexandria.
  9. This Purchase Order may be terminated by either party with 60 days' written notice. In the event of termination, the vendor shall ensure a minimum 30-day transition period to hand over all Paramedic operations, equipment, and patient records to AEMSA or its designated successor.
  10. All work performed under this contract shall be subject to inspection and audit by the Egypt Alexandria Governorate Health Authority and the Egyptian Ministry of Health at any reasonable time.
5. Delivery and Commencement

All Paramedic personnel shall report for duty at the AEMSA Central Command Station, 12 Corniche El-Nil Street, Egypt Alexandria, no later than 06:00 EET on 1 August 2025. Ambulance units and medical equipment shall be delivered to the same location no later than 25 July 2025 for pre-deployment inspection and calibration. The vendor shall provide a detailed deployment schedule and Paramedic shift roster at least 14 days prior to the commencement date.
