This Purchase Order is issued by the Assistance Publique – Hôpitaux de Paris for the procurement of comprehensive paramedic emergency medical services and associated specialized equipment to be deployed across the 20 arrondissements of Paris, France. All paramedic interventions shall be coordinated through the SAMU 75 dispatch center located in central Paris, France, ensuring response times of no more than eight (8) minutes to any location within the city limits.

All equipment and paramedic personnel under this Purchase Order shall be delivered and made operational at the designated SMUR stations throughout Paris, France, no later than 30 September 2025. The primary deployment hub shall be located at the Hôpital Saint-Louis, 1 Avenue Claude Vellefaux, 75010 Paris, France. The supplier, MedEquip Europe SARL, shall bear all costs associated with transportation, installation, and initial calibration of paramedic equipment within the boundaries of Paris, France. Delivery access to all Paris, France municipal roads shall be coordinated with the Préfecture de Police de Paris to ensure compliance with local traffic regulations for emergency vehicles.
Payment for this Purchase Order shall be made via bank transfer to the supplier's designated account in accordance with French commercial law (Code de commerce). The payment schedule is as follows: thirty percent (30%) upon execution of this Purchase Order; forty percent (40%) upon delivery and acceptance of all paramedic equipment in Paris, France; and the remaining thirty percent (30%) upon successful completion of the first full quarter of paramedic service delivery. All invoices shall reference Purchase Order number FR-PS-2025-04871 and shall be issued in accordance with French invoicing regulations (Article 286 of the Code Général des Impôts). Payment terms are net thirty (30) days from the date of invoice receipt.
This Purchase Order is governed by the laws of the French Republic. Any disputes arising from the interpretation or execution of this Purchase Order shall be submitted to the competent courts of Paris, France. The paramedic services rendered under this Purchase Order shall comply with all applicable French and European Union regulations, including but not limited to the GDPR (Règlement Général sur la Protection des Données) for patient data handling, the French Public Health Code (Code de la Santé Publique), and the EU Medical Device Regulation (MDR 2017/745) for all paramedic equipment supplied. The supplier warrants that all paramedic personnel assigned to this contract hold valid French professional licenses and that all equipment carries the CE marking required for use in France, Paris, and the broader European Economic Area. Failure to maintain compliance shall constitute grounds for immediate termination of this Purchase Order without penalty to the buyer.
This Purchase Order is valid for acceptance within fifteen (15) calendar days from the date of issue. The supplier's written acceptance of this Purchase Order shall constitute a binding contractual agreement between the parties. This document, once signed by both parties, shall be filed in the procurement records of the Assistance Publique – Hôpitaux de Paris, Paris, France, and shall remain in effect for the duration of the twelve-month paramedic service period specified herein.
