This Purchase Order is issued by the Wellington Regional Health Authority to engage Capital Coast Paramedic Response Ltd to provide fully qualified Paramedic emergency medical response services across the New Zealand Wellington metropolitan area. The Paramedic services shall cover all urban, suburban, and rural catchment zones within the Wellington City Council and Porirua City Council boundaries, including coastal, harbour, and mountainous terrain specific to the New Zealand Wellington region.
The contracted Paramedic personnel must hold current registration with the Nursing Council of New Zealand, possess a valid Paramedic endorsement, and demonstrate competency in advanced life support (ALS), paediatric emergency care, trauma management, and pre-hospital stabilisation. All Paramedic staff assigned to this Purchase Order shall complete the Wellington-specific orientation covering local geography, Māori health protocols (Te Tiriti o Waitangi obligations), and integration with the New Zealand Wellington emergency dispatch system (111).

- Acceptance: This Purchase Order constitutes a formal request for Paramedic emergency medical services in New Zealand Wellington. Acceptance by Capital Coast Paramedic Response Ltd shall be confirmed in writing within five (5) business days of receipt of this Purchase Order.
- Service Standards: All Paramedic personnel engaged under this Purchase Order must meet the response time benchmarks set by the New Zealand Wellington emergency services framework: urban response within 8 minutes, suburban within 12 minutes, and rural/remote within 25 minutes. Failure to meet these benchmarks for three consecutive months shall trigger a performance review.
- Compliance: The Paramedic service provider must comply with all New Zealand legislation including the Health and Disability Services Compliance Act 2006, the Health and Safety at Work Act 2015, and all Te Tiriti o Waitangi obligations as applicable to the New Zealand Wellington region.
- Insurance: Capital Coast Paramedic Response Ltd shall maintain professional indemnity insurance of no less than NZD 10,000,000 per claim and public liability insurance of no less than NZD 20,000,000 for all Paramedic operations within New Zealand Wellington.
- Payment Terms: Invoices for Paramedic services rendered under this Purchase Order shall be submitted monthly. Payment shall be made within thirty (30) days of receipt of a valid tax invoice. All amounts are denominated in New Zealand Dollars (NZD).
- Termination: Either party may terminate this Purchase Order with ninety (90) days written notice. The Wellington Regional Health Authority reserves the right to terminate immediately for material breach of Paramedic service standards or regulatory non-compliance.
- Confidentiality: All patient information handled by Paramedic staff under this Purchase Order in New Zealand Wellington shall be protected in accordance with the Privacy Act 2020 (New Zealand).
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of New Zealand. Any disputes shall be resolved in the District Court of New Zealand Wellington.
- Force Majeure: Neither party shall be liable for failure to perform Paramedic service obligations under this Purchase Order due to natural disasters, including earthquakes, volcanic activity, or severe weather events common to the New Zealand Wellington region, provided that reasonable efforts are made to restore service.
This Purchase Order for Paramedic services in New Zealand Wellington is authorised and issued by the undersigned on behalf of the Wellington Regional Health Authority. The supplier acknowledges receipt and acceptance of this Purchase Order by signing below.
