1. Purpose and Scope of This Purchase OrderThis Purchase Order is issued by the Abuja Emergency Medical Services Authority (AEMSA) to procure comprehensive Paramedic emergency medical response services, associated equipment, and training resources for deployment across the Federal Capital Territory of Nigeria Abuja. This Purchase Order governs the acquisition of all goods, services, and professional support related to the establishment and operation of a fully functional Paramedic rapid-response unit within the Nigeria Abuja metropolitan area. The scope of this Purchase Order includes the supply of certified Paramedic personnel, ambulance vehicles, medical equipment, communication systems, and ongoing training programs to ensure that the Paramedic services delivered in Nigeria Abuja meet international standards of pre-hospital emergency care.

- Delivery and Deployment: All items specified in this Purchase Order shall be delivered and deployed to the designated Paramedic response stations within Nigeria Abuja no later than 30 July 2025. The supplier, MediCore Paramedic Solutions Ltd., shall bear all costs of transportation, insurance, and installation within the Nigeria Abuja metropolitan area.
- Paramedic Qualification Standards: All Paramedic personnel engaged under this Purchase Order must hold valid National Institute for Medical and Health Professions (NIMHP) registration, a minimum of three (3) years of documented pre-hospital emergency experience, and current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications. Each Paramedic shall undergo a medical fitness assessment prior to deployment in Nigeria Abuja.
- Payment Schedule: Payment for this Purchase Order shall be made in three (3) installments: 40% upon signing and confirmation of this Purchase Order; 40% upon delivery and inspection of all Paramedic equipment and vehicles in Nigeria Abuja; and 20% upon successful completion of the Paramedic training program and final acceptance. All payments shall be made via bank transfer to the supplier's designated account in Naira (NGN).
- Warranty and Support: The supplier shall provide a minimum two (2) year warranty on all Paramedic medical equipment and ambulance vehicles. During the warranty period, the supplier shall respond to any equipment malfunction in Nigeria Abuja within twenty-four (24) hours. The Paramedic training program shall include a six (6) month post-deployment refresher support period.
- Compliance with Nigerian Regulations: All goods and services procured under this Purchase Order shall comply with the standards set by the National Agency for Food and Drug Administration and Control (NAFDAC), the Nigerian Ambulance Service Act, and all applicable regulations governing Paramedic practice in Nigeria Abuja and the Federal Capital Territory.
- Performance Metrics: The Paramedic response unit shall achieve an average response time of no more than twelve (12) minutes to any incident location within the Nigeria Abuja metropolitan area. Quarterly performance reports shall be submitted to AEMSA for review.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the supplier shall return all undeployed Paramedic equipment and the purchaser shall settle all invoices for services rendered up to the termination date.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria. Any disputes arising from this Purchase Order relating to Paramedic services in Nigeria Abuja shall be resolved through arbitration in Abuja, FCT, Nigeria.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Paramedic services and equipment in Nigeria Abuja. This document constitutes a binding agreement between the Abuja Emergency Medical Services Authority and MediCore Paramedic Solutions Ltd.
